Job Title Technical Services Officer - Estates and Facilities

Location Stamullen, Co. Meath, with regular travel across Talbot Group services.

Details of the Service

Talbot Group provides specialist residential, respite and community-based services to children and adults with intellectual disabilities, autism, acquired brain injuries, mental health difficulties, and other complex needs.

The Group operates approximately 130 residential properties across nine counties: Dublin, Wicklow, Kildare, Meath, Westmeath, Monaghan, Louth, Cavan and Cork. The safe and effective management of this extensive estate is essential to resident safety, continuity of care and regulatory compliance.

Purpose of the Post

The Technical Services Officer will provide technical and operational oversight across Talbot Group's property portfolio.

Reporting to the General Manager, the post holder will lead the delivery of planned and reactive maintenance, statutory compliance, contractor management and minor refurbishment works. The role will also support the development of an estate-wide approach to asset management, technical risk, energy management and lifecycle planning.

Principal Duties and Responsibilities
Technical and Estate Management
  • Provide technical oversight across the Group's portfolio of approximately 130 properties.
  • Ensure properties, plant and building systems are maintained safely, efficiently and to the required standard.
  • Advise the General Manager on technical risks, compliance requirements and estate priorities.
  • Support property adaptations, refurbishments, service developments and minor capital projects.
  • Contribute to long-term systems replacement and estate investment planning.
Maintenance Management
  • Develop and manage planned preventative and reactive maintenance programmes.
  • Assess and prioritise works based on resident safety, regulatory requirements and service continuity.
  • Ensure work is allocated in a timely manner to the maintenance team and external contractors.
  • Monitor the quality, cost and timely completion of works.
  • Ensure urgent and safety-critical defects are escalated appropriately and addressed in a timely manner.
  • Analyse recurring maintenance issues and develop sustainable solutions.
Leadership and Team Management
  • Lead, supervise and support the maintenance team.
  • Establish clear work schedules, priorities and performance expectations.
  • Ensure staff have the appropriate training, competencies and equipment.
  • Promote accountability, responsiveness and effective communication across the team.
Statutory and Regulatory Compliance
  • Maintain oversight of inspection, testing, servicing and certification requirements across the estate.
  • Ensure compliance relating to fire safety systems, emergency lighting, heating, electrical services, water systems, wastewater treatment and other safety-critical infrastructure.
  • Maintain appropriate technical records and certification for audit and inspection.
  • Support the completion of technical actions arising from HIQA inspections, fire risk assessments, audits and health and safety reviews.
  • Escalate significant technical or compliance risks promptly to the General Manager.
Contractors and Projects
  • Manage external contractors and technical service providers.
  • Ensure contractors meet qualification, insurance, safety and procurement requirements.
  • Monitor contractor performance, quality, cost and value for money.
  • Coordinate minor refurbishments, adaptations and improvement works.
  • Minimise disruption to residents and services while works are underway.
  • Ensure all required completion certificates, warranties and technical records are obtained.
Budget and Administration
  • Manage maintenance expenditure within agreed budgets and delegated authority.
  • Verify completed works and invoices before approval for payment.
  • Ensure value for money in the procurement of materials and services.
  • Manage maintenance activity through the Group's maintenance management system.
  • Provide regular reports on outstanding works, response times, statutory compliance, expenditure and emerging risks.
  • Provide quarterly updates on KPI's applicable to the role.
Energy and Sustainability
  • Monitor energy and water usage and identify opportunities to improve efficiency.
  • Support energy-saving, waste-reduction and sustainability initiatives.
  • Incorporate energy efficiency and lifecycle costs into maintenance and replacement decisions.
Health, Safety and Quality
  • Ensure maintenance activities comply with health and safety legislation and Talbot Group policies.
  • Promote safe systems of work for employees and contractors.
  • Maintain a working knowledge of HIQA standards and relevant infection prevention and control requirements.
  • Recognise that Talbot Group properties are the homes of the people supported and ensure works are undertaken with regard to residents' safety, dignity, privacy and comfort.
Essential Qualifications And Experience

Candidates must, by the closing date:

  • Hold a relevant third-level qualification at a minimum of Level 8 on the National Framework of Qualifications in one of the following engineering, construction management, facilities management, or another relevant technical discipline.
  • Have a minimum of three years' recent management experience in maintenance, engineering, facilities or technical services.
  • Have experience managing or supervising a maintenance or technical team.
  • Have experience managing planned and reactive maintenance programmes.
  • Have experience coordinating contractors, budgets and procurement.
  • Hold a full clean driving licence and have access to a vehicle, as regular travel is required.
Desirable Experience
  • Experience In Healthcare, Disability Services Or Another Regulated Environment.
  • Experience managing a large, geographically dispersed property portfolio.
  • Knowledge of HIQA standards and regulations.
  • Experience in fire safety and statutory building compliance.
  • Experience using a computerised maintenance management system.
  • Experience managing refurbishment or minor capital projects.
  • Knowledge of energy management and sustainability.
