Job summary

Blackrock Health - Galway Clinic is seeking a Technical Services Manager to oversee non-clinical engineering and technical services across the hospital, ensuring compliant, safe and efficient operation of plant, equipment and infrastructure.

You will lead maintenance, manage budgets, drive KPIs, support audits, and work with clinical teams and external partners to sustain high service standards. Experience in healthcare and strong leadership are essential.

Qualifications

  • Experience in a healthcare or highly regulated engineering environment.
  • Strong knowledge of building services systems (electrical, mechanical, HVAC, medical gases, water).
  • Experience managing maintenance teams and contractors.
  • Strong understanding of compliance, risk and safety systems.
  • Financial awareness and budget management experience.
  • Leadership and ability to manage multiple priorities in a complex setting.

Responsibilities

  • Deliver preventive and reactive maintenance programmes.
  • Ensure prompt response to breakdowns to minimise clinical disruption.
  • Maintain statutory checks and compliance documentation.
  • Provide input to risk assessments and investigations.
  • Manage contracts and external maintenance providers.
  • Support capital projects and lifecycle planning.
  • Develop and report KPIs on system performance and reliability.

About the Role

The Technical Services Manager is responsible for the strategic and operational management of all non-clinical engineering and technical services across the hospital, ensuring compliance with statutory requirements, healthcare standards and the safe, efficient operation of all plant, equipment and infrastructure. Reporting to the Head of Facilities.

Key Responsibilities
  • Lead all non-clinical engineering and technical services, including maintenance, utilities, plant, and infrastructure.
  • Deliver PPM and reactive maintenance programmes aligned with hospital needs.
  • Ensure team respond promptly to breakdowns and critical incidents to minimise clinical disruption.
  • Ensure full compliance with statutory obligations and healthcare standards (JCI FMS, HIQA, HSA, HTM).
  • Oversee statutory inspections, certifications, and compliance documentation.
  • Provide technical input to risk assessments, incident investigations, and corrective actions.
  • Implement safe systems of work, including permit‑to‑work, isolations, and contractor controls.
  • Manage engineering and maintenance contractors, ensuring competence, compliance, and value for money.
  • Support capital projects, upgrades, lifecycle planning, and preparation of CRFs.
  • Maintain asset registers and contribute to long‑term infrastructure planning.
  • Manage technical services budgets with the Head of Facilities; monitor spend and identify efficiencies.
  • Develop and report KPIs such as PPM compliance, response times, and system reliability.
  • Support internal and external audits, ensuring continuous audit readiness.
  • Participate in key committees (Health & Safety, Fire & Electrical Safety, Medical Gas, etc.).
  • Lead, mentor, and develop engineering staff, promoting safety, accountability, and continuous improvement.
  • Engage effectively with clinical teams, management, and external stakeholders.
What We’re Looking For
  • Experience in a healthcare or highly regulated engineering environment.
  • Strong knowledge of building services systems (electrical, mechanical, HVAC, medical gases, water systems).
  • Knowledge of healthcare standards (JCI, HIQA, HTM guidance).
  • Experience managing maintenance teams and contractors.
  • Strong understanding of compliance, risk and safety systems.
  • Financial awareness and budget management experience.
  • Strong leadership, organisational and communication skills.
  • Ability to manage multiple priorities in a complex operational environment.
  • Experience using CAFM or maintenance management systems
