Job summary

Entegro is seeking a skilled Quantity Surveying / Commercial Management professional for a hybrid role. You will own project-level cost tracking, validate supplier claims, and ensure alignment with contracts and revenue milestones.

The position supports a customised benefits programme, EAP, and development tracks for technical, business, and emotional growth. Based in Ireland, the role offers 3 days per month onsite outside Dublin with travel and accommodation covered.

Responsibilities

Cost & Commercial Management

• Take ownership of project-level cost tracking from initial PO through supplier claim, validation, payment and client recovery.
• Maintain accurate and up-to-date cost trackers, ensuring committed, incurred, forecast and actual costs are clearly identified.
• Track all project costs against approved budgets, purchase orders, variations and client commercial arrangements.
• Identify cost variances, emerging liabilities and potential commercial risks and elevate these to the relevant stakeholders.
• Work closely with Operations to ensure that all completed engineering and build activities are captured commercially.
• Ensure no completed or chargeable activity is omitted from either supplier payment or client recovery.
• Support new business pricing and development of related cost forecasting.
• Gathering and assessment of data and quotations from sub-contractors for new business pricing.

Supplier Claims & Payment Governance

• Review and validate supplier/subcontractor payment claims before approval.
• Ensure all supplier claims are supported by the correct evidence and measures, including completed works, quantities, timesheets, site records, completion documentation, drawings, photographs, permits or other relevant project documentation.
• Validate claims against the applicable scope, specification, rates, PO, contract and agreed commercial terms.
• Identify duplicate, unsupported, incorrectly valued or out-of-scope claims.
• Work directly with Operations and suppliers to resolve discrepancies and obtain missing evidence.
• Maintain appropriate governance and audit trails for supplier payments.
• Monitor supplier commitments and accrued costs to ensure the financial position of projects is accurately reflected.

Client Applications for Payment (AFP)

• Support the preparation, validation and submission of Applications for Payment (AFP) to clients.
• Ensure all works being claimed from the client are properly evidenced and aligned with the relevant contract, rates and agreed payment milestones.
• Reconcile supplier/subcontractor claims against Entegro's client AFPs.
• Ensure that supplier costs and client revenue are correctly matched and that commercial leakage is identified and prevented.
• Track AFP submissions, approvals, rejections, variations and payments.
• Work with Operations to ensure completed works are commercially captured and recoverable from the client.
• Maintain clear records demonstrating the relationship between work delivered, supplier claim, Entegro cost & client AFP client payment.

Operations & Project Delivery Interface

• Work directly with Project Managers, Operations/Contract Managers, and all other relevant personnel to ensure all commercial activity is aligned
• Attend relevant project and operational update meetings to understand progress, completed works, upcoming activities and commercial exposure.
• Translate operational/project progress into accurate commercial and cost information.
• Challenge project/contract teams where information or evidence is incomplete or inconsistent.
• Ensure commercial tracking reflects the actual status of deployment and engineering works in the field.
• Proactively identify activities that have been completed operationally but have not yet been captured commercially. (WIP)

Systems, Data & Reporting

• The successful candidate will be expected to work confidently with different project and commercial data covering the following: cost tracking, reconciliations, forecasts, claim validation and commercial analysis.
• reviewing and tracking network/deployment mapping locations, works and project progress.
• interpreting dashboards, analysing project performance and supporting commercial reporting.
• Project management and deployment reporting systems, including any internal WFM tools and systems
• Purchase Order and supplier management processes.

Key Deliverables

• 100% of relevant engineering/deployment activities are commercially tracked.
• Supplier claims are validated against the correct PO, scope, specification and supporting evidence.
• Supplier payments are accurately recorded and appropriately authorised.
• Client AFPs accurately reflect completed and recoverable works.
• Supplier claims and client AFPs are reconciled.
• Project cost trackers are current, accurate and auditable.
• Forecast costs and liabilities are visible to Operations and Commercial Management.
• Variances and potential commercial leakage are identified early.
• Project commercial information is supported by reliable operational evidence.
• WIP reporting is accurate and backed up with relevant information

Skills Required

Essential

• Relevant Quantity Surveying / Commercial Management qualification.
• Demonstrable experience working in a QS, Commercial, Cost Management or similar role.
• Experience managing supplier/subcontractor payment claims.
• Experience validating claims against contracts, POs, specifications, rates and supporting evidence.
• Experience working directly with operations/project teams.
• Strong Excel skills, including the ability to build and maintain detailed cost trackers and reconciliations.
• Experience working with project progress and cost data.
• Strong commercial awareness and attention to detail.
• Ability to challenge costs and claims professionally and constructively.
• Strong understanding of governance, auditability and financial controls.
• Ability to build strong relationships with sub-contractors and suppliers.

Desirable Skills

• Experience within telecommunications, fibre, utilities, civil engineering, infrastructure or network deployment.
• Experience using ArcGIS or similar GIS platforms.
• Experience using Power BI for project/commercial reporting.
• Experience working with large-scale deployment programmes.
• Experience managing multiple suppliers/subcontractors across geographically distributed projects.
• Understanding of construction, engineering or telecoms deployment methodologies.
• Experience with client Applications for Payment and revenue recovery.
• Experience with variations, change control, forecasting and accruals

Every relevant piece of engineering and deployment work should be traceable from:

• Operational delivery, evidence of completion & supplier/subcontractor claim, PO/cost & QS validation, supplier payment client AFP client approval/payment.

The QS will play a key role in ensuring that Entegro pays correctly, gets paid correctly, and has the evidence and governance in place to support both.

This role is therefore critical to protecting project margin, improving cash flow, preventing commercial leakage and ensuring strong financial governance across Entegro's operations.
