Job description

CEL is an Irish-based manufacturer, distributor, and exporter of electrical switchgear, controls, and related products and services, with a 40-year track record, focused on supplying the global data centre industry. Operating from Ireland and in support of our 400,000 sq ft of manufacturing capacity in Williamsburg, Virginia, we aim to double in size each year for the next three years. CEL is led by a hard-working team who value collaboration, continuous improvement, excellence in quality, and commercial curiosity. As we continue our ambitious growth across Ireland and North America, the successful delivery of large-scale operational, manufacturing, and digital transformation initiatives is critical to our future success. From expanding manufacturing capacity and introducing new products to implementing business-critical platforms such as ERP, MES, and PLM, CEL is investing heavily in the projects that will shape the next phase of our growth.

About the Role

The Senior PMO Specialist will play a central role in ensuring these initiatives are governed effectively, executed successfully, and aligned with our strategic objectives. Working closely with Business Systems, Manufacturing, Engineering, Finance, and Senior Leadership teams, you will establish and embed best-practice project governance frameworks, provide meaningful portfolio insights, and ensure risks, dependencies, resources, and budgets are proactively managed across multiple projects and programmes. This is a highly visible role operating at the centre of CEL's growth and transformation agenda. You will provide the governance, reporting, and portfolio oversight needed to support informed decision-making, ensuring strategic projects remain on track and aligned with business objectives. Working across both manufacturing and digital transformation initiatives, you will play a key role in helping CEL scale successfully across Ireland and North America. For an experienced PMO professional, this is an opportunity to help shape how a rapidly growing global manufacturer plans, governs, and delivers the projects that support its future growth.

Key Responsibilities
  • Own and continuously improve CEL's project delivery framework, governance standards, templates, and stage-gate processes.
  • Produce and maintain consolidated portfolio dashboards covering schedule, cost, benefits, risks, and project performance.
  • Maintain the master portfolio plan and manage dependencies across multiple business and technology projects.
  • Support stakeholders in developing robust project plans and resource-loaded schedules.
  • Monitor project budgets, forecasts, and change controls in partnership with Finance.
  • Maintain portfolio RAID logs and facilitate risk and issue management activities.
  • Drive visibility of project health, identifying and escalating risks before they impact delivery.
  • Own and optimise project management tooling, reporting automation, and data quality.
  • Coach stakeholders and sponsors in the methodology and governance to support successful project delivery.
  • Lead lessons learned activities and continuous improvement initiatives across the project portfolio.
Skills, Experience & Qualifications

5+ years' experience in PMO, project controls, project governance, portfolio reporting, or a similar project delivery environment. Experience within manufacturing, engineering, industrial, construction, or technology-led organisations. Experience supporting business transformation initiatives, ERP, MES, PLM, or similar enterprise systems projects. Strong project planning, scheduling, dependency management, and portfolio reporting skills. Advanced Microsoft Excel skills and experience using Power BI and project management tools. Strong analytical and problem-solving capabilities with excellent attention to detail. Excellent written and verbal communication skills with the ability to present complex information clearly to a wide range of stakeholders. Proven ability to influence and challenge stakeholders constructively while building strong working relationships. Degree in Business, Engineering, Project Management, or a related discipline. Willingness to travel between CEL Critical Power sites as required. PRINCE2 Practitioner, PMP, APM PMQ, or equivalent project management certification. Desirable Lean Six Sigma Green Belt or Black Belt certification, with experience applying continuous improvement methodologies within manufacturing or operational environments. Experience within switchgear, electrical distribution, critical power, data centre, or related industries. Experience working within a high-growth, multi-site, or multinational organisation. Familiarity with Agile, Waterfall, and hybrid delivery methodologies.
