Singapore Management University seeks an experienced Operations Lead for the IPCC Technical Support Unit to coordinate with MSE and oversee financial reporting in Singapore.

The role requires a Bachelor's degree and 7–10 years of operations experience, including leadership, budgeting, and grants management in an international setting.

You will support the WGII AR7 compilation and manage SRCities delivery contracts for publication and related activities.

Qualifikationen

• Demonstrated project management experience with multiple complex projects, deadlines, milestones and risk tracking.
• Experience in general administration including procurement, contracts, HR admin, travel and expense processing, and policy compliance.
• Experience managing externally funded grants with budgeting, cost control, financial reporting and grant closure.
• Experience in multicultural or international environments; familiarity with academic or research institutions.
• Excellent interpersonal and written/spoken English; ability to draft formal institutional correspondence and SOPs.

Aufgaben

• Serve as the Singapore-side operational lead for the IPCC Technical Support Unit (TSU), coordinating with the Ministry of Sustainability and the Environment (MSE) where required and management of the financial reporting responsibilities.
• Work in support of the TSU operational team for the IPCC Sixty-sixth session in March 2027, coordinating processes among authors and related activities.
• Manage SRCities operational delivery contracts for copyedit, typesetting & layout of the publication and its summary products.
• Support review-round operations, including reviewer registration, comment management tools and author access.
• Support the Head of Operations for the WGII AR7 Compilation process, leading the Expert Review Platform preparation.
• Prepare budgets, cost controls and financial reports for the Singapore office and for MSE and other funds.
• Coordinate with TSU colleagues in Delft on operations.
• Other duties as assigned.

• This position is for College of Integrative Studies (CIS / IPCC Working Group II Technical Support Unit).
• Serve as the Singapore-side operational lead for the IPCC Technical Support Unit (TSU), coordinating with the Ministry of Sustainability and the Environment (MSE) where required and management of the financial reporting responsibilities.

• Prepare budgets, cost controls and financial reports for the Singapore office and for MSE and other relevant term funds.
• Coordinate with TSU colleagues in Delft on operations.
• Other duties as assigned.

QUALIFICATIONS

• Bachelor's degree in environmental science, international relations, public policy, business administration, management or a related field with at least 7 to 10 years' experience in operations, programme management or general management, including at least 3 years in a leadership or supervisory role.
• Demonstrated project management experience, including planning and delivering several complex projects at once against fixed deadlines, tracking milestones and dependencies, managing risks, and reporting to senior stakeholders.
• Demonstrated experience in general administration, including office management, procurement, supplier contracts, records and document management, HR administration, travel and expense processing, and compliance with institutional policies.
• Experience managing externally funded grants, including budgeting, cost control, financial reporting and grant closure.
• Experience working in a multicultural or international environment; familiarity with academic or research institutions is an advantage.
• Excellent interpersonal skills and the ability to engage professionally with international scientists, government officials, and institutional stakeholders.
• Excellent written and spoken English, with the ability to draft formal institutional correspondence, operational documents and SOPs.
