Qualifications

• Masters degree (NFQ Level 9) in Engineering from an integrated four-year programme and accredited at CEng or equivalent internationally.
• Registered Chartered Engineer title and be on the Register of Chartered Engineers or equivalent international body.
• At least eight years’ satisfactory relevant engineering experience including six years directing major engineering work.

Job description

The Senior Engineer (Temporary) reports directly to the Executive Manager and leads the technical and engineering workstream for the Camden Yard development. They manage the engineering programme, oversees the Category A and B design development process, provides the day-to-day technical relationship with the construction team and design consultants and ensures the development is delivered on time and to specification.

The Senior Engineer will act as the Council's technical lead for the Camden Yard Construction project, reporting to the Executive Manager, and will be responsible for driving the project through tender and construction. This involves managing the overall programme, budget, and risk register across all work packages, monitoring cost, programme, and quality against the approved business case, and escalating any variances with recommended actions. The role also includes overseeing change control and assessing the cost, programme, and contractual impact of design changes prior to approval, managing the multidisciplinary design team through to construction, and proactively coordinating internal DCC stakeholders across departments such as Housing, Parks, Transportation and Public Realm, Climate and Urban Resilience, Building Control, Finance, Procurement and Dublin Fire Brigade to keep delivery aligned with corporate objectives.

The Senior Engineer will also work closely with the DCC Transformation Team to ensure the Office Cat B design and construction is aligned with organisational business needs.

The role carries significant internal and external stakeholder and governance responsibility, acting as the principal point of contact for elected members, area committees, and Council executive management, and leading public and community consultation on construction impacts and public realm outcomes, including presentations to residents' associations and local business groups. The Senior Engineer will manage relationships with statutory bodies including Uisce Éireann, utility providers and An Garda Síochána, coordinate with neighbouring landowners and developers on shared infrastructure, and liaise with future tenants and occupiers during Cat A design to ensure fit-out compatibility.

The role also requires representing the project in Council reports and committee meetings with clear technical briefings, ensuring procurement and contract management complies with public procurement law and governance procedures, maintaining audit-ready documentation, and ensuring sustainability and climate-action commitments are delivered as designed.

• An ability to develop and implement processes/systems, set targets, and coordinate the resources necessary to support the service, including systems to manage finance, budgets and ensure value for money as well as to provide information on the pattern of demand and activity and to schedule work programmes;
• Preparation of reports for submission to statutory agencies and other bodies, where required;
• An understanding of the role and duties of line managers and an ability to work through the structure to achieve management objectives in the workplace, including across sections and teams;
• A strong, outward looking perspective and a track record of successful interagency collaboration and co-ordination;
• A good working knowledge (or the capacity to acquire same quickly) of the legal, regulatory and governance framework within which the Council operates and experience in adhering to corporate policies, protocols, and procedures;
• A good working knowledge of relevant Health and Safety legislation and its application within the local authority;
• A satisfactory knowledge of the public service organisation in Ireland.

Qualifications

Character:

Each candidate shall be of good character.

Health:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Each candidate must, on the latest date for receipt of completed application forms: -

(a) (i) hold an honours bachelors degree (level 8 on the National Framework of Qualifications (NFQ)) in Engineering accredited at CEng or CEng with FL level by Engineers Ireland;

OR

(ii) hold an ordinary bachelors degree (level 7 in the National Framework of Qualifications (NFQ)) in Engineering AND a post- graduate masters degree (level 9 in the National Framework of Qualifications (NFQ)) in Engineering;

OR

(iii) hold a masters degree (level 9 in the National Framework of Qualifications (NFQ)) in Engineering attained after completing an integrated masters level programme of at least 4 years duration and which is accredited at CEng level by Engineers Ireland or an equivalent accreditation body internationally;

OR

(iv) have achieved the registered professional title of Chartered Engineer and be registered on the Register of Chartered Engineers of Engineers Ireland or of a professional institute of another country and recognised by Engineers Ireland as of equivalent status;

(b) have at least eight years satisfactory relevant engineering experience including a period of not less than six years satisfactory experience in the direction and supervision of major engineering work;

(c) possess a high standard of technical training and experience and of administrative experience;

(d) have satisfactory experience at strategic management level;

(e) have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.

*A level 7 degree will be assessed on the basis that the period of study undertaken should be equivalent to at least 180 ECTS (European Credit Transfer Accumulation system) credits.
