Job summary

CBRE Group, Inc. seeks a Cost Manager EMEA to provide commercial oversight on large projects across the EMEA region.

You will lead a team of Quantity Surveyors, collaborate with Procurement to build reliable country supply chains, and maintain client relationships as the primary CBRE contact for project costs. The role covers pre- and post-contract duties, cost planning, value management, and weekly/bi-weekly forecasting with the commercial team.

Qualifications

  • Bachelor's Degree preferred with 8-10 years of relevant experience.
  • The innovative mentality to develop methods that go beyond existing solutions.
  • Ability to solve unique problems using standard and innovative solutions having a broad impact on the business.
  • In-depth knowledge of Microsoft Office products. Examples include Word, Excel, Outlook, etc.
  • Expert organizational skills with an advanced inquisitive mindset.

Responsibilities

  • Pre-Contract: assess tender docs, take-off quantities, issue enquiries, complete tender docs.
  • Post Contract: maintain contract documentation, issue letters, liaise with clients and design team.
  • Financial Reporting: bi-monthly commercial reports and monthly project reviews.
  • Carry out take-offs for material procurement and sub-contract negotiations.
  • Manage and value variations; prepare interim valuations and final accounts.

Job Title: Cost Manager EMEA

Contract/Dept: GWS DCS Projects

Reports To: EMEA Project Director & EMEA Whitespace Director

Location: EMEA

Job Purpose:
  • Commercial Oversight on all large Projects across all BU's in EMEA > 500k.
  • Manage team of Quantity Surveyors to support Projects in the different BU's in EMEA.
  • Work with Procurement to build up quality, reliable Supply Chain in each country, for each discipline. This requires several meetings, to vet for both quality and pricing, in order to keep CBRE competitive for our clients.
  • Maintain working relationships with our clients, to ensure CBRE are there first point of contact, when required.
  • Manage and deliver all commercial aspects of large tender project opportunities across EMEA.
  • Monthly commercial reviews of all large Project being delivered across EMEA.
  • Complete review and Analysis of current position and forecast of project revenue and margin across EMEA, on a BI-Weekly Basis.
  • Assist all Project Personnel as a QS function for commercial oversight on Project Costs.
  • Carryout all Pre-Contract and Post Contract duties outlined in detail below.
Pre-Contract
  • Assess tender documents to ensure enough information available to prepare tender
  • Take off quantities
  • Prepare and issue sub-contract enquiries and assessment of quotations upon receipt
  • Prepare and issue material supply enquiries and assessment of quotations upon receipt
  • Complete tender documents for submission
  • Prepare specifications and / or Contractors proposals
  • Submit tenders and follow up
  • Post tender negotiations
  • Cost planning and value management
  • Set Up Project Cost Plan for the Project
  • Review and Prepare commercial risk register for each project.
Post Contract
  • Maintain contract documentation and advise on pre-tender and post contract matters
  • Preparation and issue of contractual letters to clients and / or sub-contractors
  • Post contract liaison with clients
  • Post contract liaison with design team
  • Carry out take offs for material procurement
  • Sub-contract negotiation and letting
  • Full review of Construction Package, and complete IFT Vs IFT exercise, complying a cost analysis for variations and potential savings for the project.
  • Preparation and submission of interim valuations
  • Site measurement
  • Manage and value variations
  • Agreement and certification of sub-contractor's interim valuations and final accounts
  • Preparation and submission of several works final account
  • Agreement of final accounts
Financial Reporting
  • Compile Bi-Monthly Commercial reports for Senior Management Team
  • Completion of Monthly Project Reviews with Commercial Team
  • Compile Cashflow for Projects Department for Senior Management Team
What You'll Need:
