Job summary

Tetra Tech is looking for a Senior Associate Project Manager to Lead Major Water Infrastructure Delivery in Dublin.

Purpose & Scope of the Role

This Senior Associate level role provides technical and managerial leadership across major water and wastewater infrastructure projects, with a particular focus on the Greater Dublin Drainage programme. You will lead delivery activity across contractor procurement, tender and contract documentation, contract administration, financial control, stakeholder engagement and team coordination.

Your Impact in this position

In the short term, you will establish yourself as the technical lead on a high-profile infrastructure project, supporting procurement strategy, contractor evaluation and contract administration with confidence and credibility.

As the programme progresses, you will take on greater ownership of delivery through construction, broaden your leadership responsibility across a growing team and deepen your experience in complex client‑facing project management.

Longer term, this role offers strong progression potential at Senior Associate or Associate Director level, with exposure to major utilities and infrastructure schemes, senior stakeholder engagement and high-value technical delivery across Irish, UK and international markets.

Core Capability 1: Technical Leadership in Water and Utilities Infrastructure

You will bring deep technical understanding of water and wastewater infrastructure, ideally including treatment plants, pumping stations, large-scale drainage and related utility assets. You will act as a trusted technical authority, applying sound judgement, reviewing complex information and ensuring recommendations are well evidenced, practical and defensible. Strong experience of major infrastructure delivery is essential, alongside the ability to balance engineering detail with programme, cost and risk.

Core Capability 2: Contractor Procurement and Commercial Acumen

A significant part of the role involves leading and supporting contractor procurement, including tender and contract documentation, technical questions, submission reviews and evaluation processes. You will assess pricing, bills of quantities and technical responses with rigour, contributing to robust, consensus-based decisions. A strong grasp of procurement strategy and commercial implications is essential.

Core Capability 3: Contract Administration and Delivery Control

You will have strong capability in contract administration, including management of contractor queries, review of proposals, progress monitoring and payment certification. Working closely with the NEC Project Manager and wider team, you will help maintain control of scope, delivery, programme and contractual obligations. You will also evaluate value engineering and change submissions carefully, protecting client interests while supporting efficient delivery.

Core Capability 4: Stakeholder Engagement and Influence

This is a highly client-facing role, so excellent communication, sound judgement and the ability to build trusted relationships are key. You will engage regularly with clients, contractors and multidisciplinary teams through meetings, workshops and day‑to‑day collaboration. You will need to challenge constructively, communicate technical positions clearly and influence outcomes with confidence and professionalism.

Core Capability 5: Leadership, Team Development and Coordination

You will lead and mentor a team ranging from graduate to senior and principal engineer level, setting direction, allocating work, reviewing outputs and supporting development. As the project grows, the team is expected to expand further, increasing the leadership requirement. You will need to manage priorities effectively, maintain oversight of delivery tasks and ensure responsibilities are clearly coordinated.

Training, Qualifications and Experience

Chartered Engineer status, or equivalent, is expected. You should have a strong engineering or project management background, substantial experience in utilities and infrastructure delivery, and around 15 years’ relevant experience. Experience with NEC contracts, contract document preparation, procurement and contract administration would be highly advantageous.

Working Environment

The role is ideally based in Dublin, with flexibility considered for the right candidate. A regular office presence is expected, typically two to three days per week depending on project needs, with frequent in‑person engagement with the client and project team. Hybrid working is available where business requirements allow, and flexible arrangements may be considered.
