Job summary

ESB Networks in Ireland is seeking a senior procurement professional to lead end-to-end EPC and civil/electrical contractor procurement across Ireland.

You will work within the EPC,Procure,Construct team, developing commercial strategies, tender documentation and contract frameworks, while ensuring value-for-money and robust risk allocation.

Qualifications

• Degree in Quantity Surveying required with 5+ years post graduate experience in procurement/commercial role within construction/utilities.
• Significant experience in procurement or contract/commercial management of construction projects.
• Experience drafting tender documents and contracts for major building, civil or utilities projects.
• Good knowledge of EU and Government policies and legislation in relation to procurement.

Responsibilities

• Lead end-to-end EPC, Civil and Electrical Contractor procurement competitions in accordance with EU procurement legislation and ESB governance.
• Define requirements with framework owners/managers to identify procurement strategies.
• Provide expert commercial and market advice to optimise procurement outcomes.
• Ensure procurement activities comply with EU procurement legislation, internal governance requirements and best practice with robust audit trails.
• Work with legal/insurance to prepare contracts and bonding requirements.
• Develop relationships with internal stakeholders and suppliers to support procurement delivery.
• Facilitate preparation and issue of mini-tenders and tenders for contracts and frameworks.
• Manage procurement aspects of existing contracts and framework agreements.
• Guide others in resolving complex issues in specialised areas.
• Assist category manager in mentoring staff.
• Interpret business issues and recommend solutions/best practice.
• Maintain knowledge of market developments in procurement under EU Utilities Directive.
• Serve as best practice resource within own discipline or cross-functional teams.

As part of ESB Networks Strategic Procurement, this role plays a key part in delivering ESB's strategic objectives of enabling the energy transition, building resilient electricity infrastructure and delivering value for customers.

Working within the EPC (Engineer, Procure, Construct), Civil and Electrical Contractor Procurement Team, the successful candidate will lead complex construction procurement competitions supporting the delivery of critical transmission and distribution infrastructure across Ireland.

The role focuses on the pre-contract aspects of quantity surveying, including procurement and commercial strategy development, tender documentation, market engagement and procurement process management through to contract or framework award.

The successful candidate will provide expert procurement, commercial and contractual advice to internal stakeholders, supporting value-for-money outcomes, effective risk allocation and successful project delivery. The role requires a strong background in the procurement of traditional, design and build, EPC and framework contracts, together with the ability to build strong relationships across ESB Networks, Engineering and Major Projects.

Key Responsibilities

• Lead end-to-end EPC, Civil and Electrical Contractor procurement competitions in accordance with EU procurement legislation, ESB governance requirements and statutory regulations.
• Working closely with framework owners/managers within ESB Networks and Engineering and Major Projects to define their requirements and identify appropriate procurement strategies.
• Provide expert commercial and market advice to influence procurement strategies and optimise commercial outcomes.
• Ensure procurement activities comply with EU procurement legislation, internal governance requirements and best practice while maintaining robust audit trails.
• Work with legal/insurance department in the preparation/development of contracts, bonding requirements etc.
• Develop trusted relationships with internal business units, Engineering, Legal, project teams and suppliers to support successful procurement delivery.
• Facilitate preparation and issue of mini-tenders and tenders for contracts and frameworks.
• Manage the procurement aspects of existing contracts and framework agreements.
• Guide others in resolving complex issues in specialised areas.
• Assist category manager in mentoring staff.
• Interpret internal or external business issues and recommends solutions/best practice.
• Maintaining knowledge and skills in relation to relevant market knowledge and developments in procurement under EU Utilities Directive.
• Serving as best practice/quality resource within own discipline or as technical expert on functional or cross-functional teams or projects.

Experience and Qualifications

• A Level 8 Degree in Quantity Surveying with a minimum of 5 years post graduate work experience on a procurement role or commercial role within the construction/utilities industry.
• Significant experience in the procurement or contract/commercial management of construction projects.
• A proven track record of successfully delivering procurement processes for works projects.
• Strong commercial acumen, with a high level of commitment, professionalism, and excellent interpersonal skills.
• Experience in drafting tender documents and contracts for major building, civil engineering, or utilities projects.
• Good knowledge of EU and Government policies and legislation in relation to procurement.
• A clear focus on delivery of high quality work.
• An ability to work and share knowledge and competencies within a team structure.
• Very good working knowledge and experience of MS Outlook, Word, Excel, PowerPoint.
• Full Irish/EU drivers licence and access to car.
• Experience in procurement of works under either Public Procurement Directive or Utilities Directive.
• Experience with SAP and SharePoint.
• Knowledge of/experience in FIDIC suite of Construction Contracts.

Location

The role is full time and will have a base location in a ESB Networks office. The successful candidate may work flexibly within the jurisdiction where they have been employed, with attendance at the workplace for in-person collaboration at least two days per week. All Smart Working arrangements are subject to regular review based on the operational requirements of the role, the team, and the business.

There will also be a requirement to attend meetings in Dublin, including the Networks Procurement main office in Finglas Dublin 11, or other locations. Occasional travel may also be required.

€59,000 to €70,000 per annum
