Job summary

Uisce Éireann, Ireland's national water utility, invites applications for a Property Analyst to support the management and expansion of its property portfolio in accordance with governance and policy requirements. You will assist with leasing, rates, and property strategies, collaborating with internal stakeholders and external advisers to deliver value across offices, depots, labs and stores.

A degree in facilities/property and at least 3 years in commercial property management are typical

The Role:

The Facilities & Fleet Functional area is responsible for obtaining and maintaining Uisce Eireann's headquarters and regional offices, including activities such as: security, reception services, spatial planning, fleet and transport management and cleaning and building maintenance. The function has the responsibility of delivering a highly effective Facilities Management Service for Uisce Éireann, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all Uisce Éireann’s facilities and locations and the management of the company’s fleet.

The Investment team are responsible for developing and implementing a property strategy (offices, stores & depots, laboratories, training centres etc.) and solutions to meet the current and future property needs of UÉ. The team oversee and manage all Rates / Global Valuation of the UÉ network and assets liaising with internal, stakeholders, finance, Valuations Office and external advisors to ensure a satisfactory outcome for the business. The team develop and oversee both major and minor building capital projects and are accountable and responsible for the delivery of the Facilities investment portfolio. The team are responsible for budgets, price controls and the long-term contract / supply chain strategy relating to the Facilities contract portfolio.

Reporting to the National Property Manager, the Property Analyst will support the management and expansion of the property portfolio in strict compliance with UÉ polices and governance requirements. This includes the acquisition or leasing of new buildings, managing the lease arrangements in place for the property portfolio, providing property advice to the organisation and administering the rates requirements for UÉ.

Main Duties and Responsibilities:

• Support development of strategically important projects such as offices, national stores and depots, laboratories, training centres etc. as part of the transformation of the water services industry in Ireland over the coming years.
• Support the management of the UÉ portfolio of properties (leasing, lease negotiations, rent reviews, landlord management, break options, etc), including administration requirements, rent, insurance & service charge payments, managing and maintaining property schedules.
• Support the National Property Manager/Business with the procurement and/or disposal of all property (both lease hold and freehold) including the expansion of the portfolio to meet the requirements of the UÉ Transformation (UÉT) Project.
• Provide input to the development and implementation of property strategies and reporting to management.
• Comply with UÉ property policies and support the development of new policies, standard operating procedures (SOPs) etc. to align with the business needs.
• Development and administration of the annual Property budgets and ongoing administration.
• Preparation of papers for internal Investment approval committees.
• Track and report monthly on the property portfolio, to include lease events, operational issues.
• Appoint and oversee the works in association with external professional advisors, reporting on progress, and liaising with business managers to ensure that milestones are met.
• Ensuring all governance and compliance protocols are maintained.
• Monitor and ensure compliance with statutory and legislative requirements in respect of health and safety, sustainability, building and workplace regulations.
• Support the Global Valuation for Rating purposes of the UÉ Network including liaising with the business areas, finance, Valuation Office and external advisors to ensure a satisfactory outcome for the business.
• Co-ordinate the rates payments to the various local authorities on an annual basis.
• Input and preparation to the Annual Property Report for UÉ.
• Develop and maintain strategic relationships.

General Duties and Responsibilities

• Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
• Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
• Other duties as required

Knowledge, Skills and Experience:

• Facilities/Property/Estate Management degree or holder of an SCSI accredited property degree or relevant qualification
• Minimum of 3 years’ relevant experience working in a commerical property management department or similar.
• Experience in financial budgeting.
• Managing Lease events.
• Good Knowledge of Landlord and Tenant law, Health & Safety legislation, etc.
• A minimum of 3 years Experience in the water, utilities or similar industries is desirable and or relevant expereince
• Experience managing a team, with strong people, change management and conflict resolution skills
• Ability to develop and maintain effective effective partnerships with key stakeholders internally and externally
• Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
• Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
