Job summary

Cpl Healthcare is seeking a Senior Programme Planner for the Navan Line project in Dublin. You will be responsible for planning, maintaining, and monitoring the Integrated Master Programme using Primavera P6 and ensure that all project phases align effectively. The ideal candidate will have over 10 years of experience in project management for major transport projects.

A degree in Engineering, Quantity Surveying, or Project Management is essential, along with expertise in schedule-based budgeting and forecasting.

Senior Programme Planner, Navan Line
Role and Purpose

Responsible for planning and programme management for the Navan Line project, including:

  • Develop, maintain, and monitor the Integrated Master Programme (IMP) in Oracle Primavera P6.
  • Develop, document and execute robust procedures for the management of the IMP for all phases of the Navan Line to project close out.
  • Establish and update schedules with project teams and delivery partners.
  • Manage the contract schedule review process.
  • Produce periodic reports, forecast, and manage interdependencies.
  • Ensure integration of scope, schedule, cost, risk, and resources with project objectives.
Key Responsibilities
  • Develop and maintain IMP and supporting programmes in Primavera P6, integrating all phases (design, procurement, construction, commissioning).
  • Manage database settings, coding structures, calendars, and documentation.
  • Provide planning advice, maintain cost/work breakdown structures, and produce programme narratives.
  • Manage baseline schedules, change logs, and interdependency milestones.
  • Conduct planning, scheduling, cost reporting, and Earned Value analysis.
  • Align schedules with IÉIÉ processes and other projects (e.g., DART+ West).
  • Track progress, analyse trends, identify risks, and recommend mitigations.
  • Prepare reports (monthly, quarterly, exception) and performance metrics (e.g. EV, CPI, SPI).
  • Support change management, scope integration, and dispute resolution.
  • Coordinate procurement/construction schedules and possession planning.
  • Assist in contract preparation, project execution plan updates, and close-out procedures.
Reporting Relationships
  • Reports To: Programme Manager, Navan Line.
  • Works with: Commercial Manager for the Navan Line, Commercial Director, Finance Team, CIPMO, internal departments, external consultants, contractors, and agencies (MCC, NTA, CRR, utilities) etc.
Key Qualities
Essential
  • Degree in Engineering, Quantity Surveying, or Project Management.
  • 10+ years’ experience in planning/programme management for major transport projects using Primavera P6.
  • Strong knowledge and experience of NEC4, CWMF, public sector frameworks, and full project lifecycle.
  • Expertise in schedule-based budgets, forecasting, and cost control.
  • Advanced MS Office skills (Excel).
Desirable
  • Chartered membership (e.g., Engineers Ireland, APM, PMI).
  • PMP qualification; railway project experience; risk management; Earned Value analysis.
Competences
  • Specialist knowledge in Primavera P6 and scheduling.
  • Strong analytical, organisational, and communication skills.
  • Commercial and risk awareness and ability to engage stakeholders confidently.
General Responsibilities
  • Safety: To comply with the Business Unit SMS and to discharge your safety responsibilities as outlined by your reporting Manager and Safety Responsibility Statement.
  • Engineering: To ensure that all projects are properly authorised and progressed in accordance with IÉ and CI policy, standards and procedures.
  • Business: To manage, coordinate and control all planning and reporting activities carried out by you acting in the best interests of the company.
  • People: to ensure constant communication with all colleagues within your area and to support the People Management policy within the CI team.
Specific Responsibilities
Engineering
  • Responsibility for scheduling activities at all stages of the project lifecycle, i.e. feasibility work, design, procurement, construction, commissioning and handover of projects.
  • Responsible for assisting Project Managers such that projects are managed in accordance with defined project management and control procedures.
  • Responsible for the ongoing implementation of appropriate project and contract control mechanisms and for their monitoring and reporting.
Safety
  • You will completely and fully deliver your responsibilities as specified in the Safety Responsibility Statement that accompanies this role.
  • Observe and comply with all company and Capital Investments department policies, standards and procedures and facilitate compliance with the Company’s Safety Management System.
  • Review on an ongoing basis risk relevant to your role including both occupational and asset related risks.
  • To participate in and adhere to all actions arising from safety briefings, Risk Assessments, Safety Tours and Safe Systems of Work.
People
  • Comply with corporate HR policy and procedures.
  • Lead and provide all necessary support to staff to enable the execution of their role.
  • Support in management of project stakeholders to ensure expectations are met throughout the process.
  • Communicate effectively with staff to ensure proper execution of tasks.
Finance
  • In conjunction with the Project Accountants & Project Managers manage programme /project reporting in terms of financial and physical progress.
  • In conjunction with Project Accountants develop effective cost and work breakdown structures which are appropriately coded in accordance with established procedures.
  • Develop with Accountant cash flow programme to enable actual expenditure and progress to be captured against baseline plan.
  • Support on account negotiations and agreement of final accounts with consultants and contractors.
  • Undertake all activities in line with the Iarnród Éireann governing procurement policies and procedures.
