Job summary

Iarnród Éireann Irish Rail is seeking a Fleet Integration Lead within Capital Investments to drive programmes for new fleet projects aligned with the Rail 2050 strategy and All-Island Strategic Rail Review. The role requires leading project teams, coordinating delivery partners, and ensuring safety, budget, time and scope compliance.

Job description

The Fleet Integration Lead will be assigned to deliver programmes of work within Capital Investments in relation to new fleet projects, associated with the implementation of the IÉ Rail 2050 strategy and with the recently published All-Island Strategic Rail Review. They will work very closely with the Chief Mechanical Engineer division to deliver these programmes to authorised budget, time and scope by:

• Establishing and managing teams, including delivery partners, for the assigned fleet projects and programmes.
• Developing and delivering the strategy for programme delivery.
• Managing the safety, financial and professional performance of the assigned programme and project teams and partners. This will include the production of performance reports.
• Managing stakeholders to ensure that the assigned projects and programmes deliver in accordance with their needs.

Key Qualities:

• An Engineering, Construction or Project Management degree or equivalent
• Member of Engineers Ireland or other relevant professional body
• Minimum of 15 years project engineering experience in relevant engineering environment.
• Demonstrated general, safety and project management capability appropriate to the role and purpose of the position
• Strong leadership, negotiation and interpersonal skills
• Ability to establish and develop within a project management environment.
• Proven record in stakeholder management (project sponsors, maintainers, operators, funding agencies, local authorities etc.)
• Qualified to a minimum level of bachelor’s degree level in a railway, project management or relevant technical subject
• Effective communication and presentation skills with ability to influence others
• Good working knowledge of the rail, transport and construction environments.
• Demonstrated experience with project management

General Management Responsibilities:

• Safety: To act as a focus for safety in line with the Capital Investments SMS and to discharge safety responsibilities as outlined by the reporting Manager and SRS.
• Engineering: To ensure that all projects are properly authorized and progressed in accordance with IÉ and CI policy, standards and procedures.
• Business: To manage, coordinate and control all projects and related activities for the assigned projects and programmes.
• People: To ensure constant communication with all colleagues within the CI division and to support the People Management policy within the CI team.

Specific Responsibilities:

• Assist in the development of Capital Investments strategic plans for the delivery of the assigned programmes and projects, and the assessment of resource implications for the current and future workload.
• Assign projects to Project Managers and ensure that the projects are managed to scope, cost and schedule completion by the application of appropriate resources and project management techniques.
• Responsible for ensuring that projects are managed in accordance with defined project management and control procedures.
• Responsible for the ongoing implementation of appropriate project and contract control mechanisms and for their monitoring and reporting.

Safety

• Completely and fully deliver responsibilities as specified in the Safety Responsibility Statement which accompanies this role.
• Undertake and manage, as appropriate, incident investigations as requested.
• Review on an on-going basis risk relevant to the role including both occupational and asset related risks.
• Ensure that all briefings on Safety are completed with all staff as necessary.

People

• Support and lead the development of succession plans for all key positions within the assigned programmes/project teams.
• Ensure that corporate HR policy and procedures are adhered to within the team.
• Managing the team to ensure that responsibilities and priorities are appropriately assigned to achieve agreed safety objectives.
• Support the provision of training and competency to CI staff as defined in CI SMS.
• Lead and provide all necessary support to staff to enable the execution of their role.
• Communicate effectively with staff to ensure proper execution of tasks.

Finance

• Plan, monitor and report on all financial aspects of the assigned projects and programmes of works.
• Prepare and manage budgets as necessary ensuring all chargeable and non-chargeable items re: person hours are accurately captured.
• Undertake all activities in line with the Iarnród Éireann governing procurement policies and procedures.
• Prepare quarterly interim and annual stewardship report, identifying:
• Performance against each objective.
• Actual and forecast expenditure against budget.
