Job summary

The Muiriosa Foundation is a Section 38 publicly funded health organisation providing services to people with intellectual disabilities and Autistic people with co-occurring intellectual disabilities. We are seeking a Procurement and Contracts Manager to lead the contracts and procurement function, reporting to the Director of Finance.

The role is office based in Tullamore or Portarlington, with travel between locations as needed.

Qualifications

• Level 8 degree or equivalent relevant professional qualification.
• Recognised professional procurement qualification.
• Experience managing procurement processes from planning through to contract award.
• Experience preparing tender documentation, specifications, evaluation criteria and procurement reports.
• Experience operating within public procurement regulations and competitive tendering frameworks.
• Experience maintaining contract registers and managing contract lifecycles.
• Experience monitoring contract compliance, performance indicators and service delivery obligations.
• Experience maintaining accurate records and documentation to support organisational accountability.

Responsibilities

• Lead the organisation’s contracts and procurement function.
• Work across multiple central administration locations, with travel as required.
• Ensure compliance with public procurement regulations and governance frameworks.
• Prepare management reports, business cases and briefing papers for senior management.

Who are we:

The Muiriosa Foundation is a Section 38 voluntary health organisation providing services to people with intellectual disabilities, and Autistic people with co-occurring intellectual disabilities. We are publicly funded by the Department of Health, through the HSE. The Muiriosa Foundation employs 1500 staff and provides residential and day opportunities to over 500 individuals. We provide as advisory service to a further 300 people with intellectual disabilities and their families.

We are seeking to recruit a highly motivated Procurement and Contracts Manager. Reporting to the Director of Finance, the successful candidate will lead the organisation’s contracts and procurement function. The office is based in Tullamore at Muiriosa headquarters or Triest House, Portarlington but the successful candidate will be expected to work across the three central administration locations from time to time.

Requirements:

• Level 8 degree or equivalent relevant professional qualification
• Recognised professional procurement qualification
• Qualification in Contracts Management desirable
• Experience managing procurement processes from planning through to contract award.
• Experience preparing tender documentation, specifications, evaluation criteria and procurement reports.
• Experience operating within public procurement regulations and competitive tendering frameworks. Experience managing supplier relationships and contract performance
• Experience maintaining contract registers and managing contract lifecycles.
• Experience monitoring contract compliance, performance indicators and service delivery obligations.
• Experience managing contract renewals, variations and associated governance requirements.
• Experience preparing management reports, business cases and briefing papers for senior management.
• Experience supporting audit processes, compliance reviews and governance frameworks.
• Experience maintaining accurate records and documentation to support organisational accountability.
• Experience working collaboratively with internal stakeholders across multiple departments.
• Experience providing guidance and advice to managers regarding procurement and compliance requirements.
• Experience supporting organisational projects through procurement and financial oversight.
• Experience in a Section 38 publicly funded organisation strongly desirable.
• Experience in a leadership role with line management responsibility.
