Qualifications

• 8+ years in EU public policy, government affairs, or related roles with demonstrated EU institutional engagement.

About the role

As FIS’ senior policy voice in Europe, the Head of EMEA Policy is responsible for the company’s EU policy strategy and engagement. The role carries enterprise-wide influence and executive autonomy, setting policy direction, aligning stakeholders, and advising leaders on strategic decisions that shape the company’s European business. This is an exciting opportunity to serve as the primary representative across EU institutions and trade associations to shape the company’s position on key policy areas, including the Digital Euro, PSD3, the EU AI Act, critical third party regimes, and cloud and tech sovereignty. The role builds the coalitions and institutional relationships needed to advance FIS’ interests with various EU government entities. Based in Dublin, with travel to Brussels and other European capitals as needed, the role combines a high-profile external mandate with direct executive partnership. You will oversee external government‑affairs consultants and report directly to the Vice President of Global Public Policy in Washington, DC.

What you will be doing

• Build and maintain strategic relationships with European Union institutional stakeholders—including the European Commission, European Parliament, Council of the EU—as well as select EU member state government authorities.
• Drive proactive legislative and regulatory monitoring and engagement across priority policy areas, with a particular focus on key topics such as Digital Euro, PSD3, the EU AI Act, DORA/operational resilience, digital assets/MiCA, data privacy, cybersecurity, and EU digital sovereignty frameworks.
• Represent FIS in EU‑based trade associations coordinating and advancing the company’s policy positions.
• Partner with European sales teams and the Commercial Office leadership to address tech sovereignty concerns in client engagements and RFP contexts, translating policy developments into actionable commercial guidance and building FIS’ trust narrative.
• Serve as the primary EU policy counterpart to the Head of Global Public Policy and the Head of Regulatory Legal, ensuring alignment between EU advocacy efforts and global company strategy.
• Advise senior leaders across FIS on emerging EU regulatory and legislative developments, shaping business strategy and product priorities with respect to key policy areas.
• Develop strategic policy positions, prepare high‑quality briefing materials, and lead responses to European regulatory consultations and legislative proposals.
• Lead advocacy strategy to advance FIS’ policy goals, with a particular focus on positioning FIS as a trusted partner within the European ecosystem and countering geopolitical and regulatory movements that could disadvantage U.S.-based fintech providers.
• Manage and direct external government affairs consultants, including selecting, directing, and evaluating third‑party advisory firms to extend FIS’s reach and effectiveness across EU policy venues, ensuring cost‑effective and consistently excellent service delivery.
• Oversee policy project management, ensuring clear deliverables, timely progress tracking, and strong alignment with business and executive stakeholders.

What you bring

• 8+ years of experience in EU public policy, government affairs, or related government/institutional roles, with a demonstrated track record of effective engagement with EU institutions.
• Deep understanding of EU legislative and regulatory processes, including the roles of the European Commission, European Parliament, Council of the EU, and European Supervisory Authorities.
• Knowledge of the payments, financial services, and / or technology sectors, with familiarity with key EU regulatory frameworks such as DORA, MiCA, PSD3, and the AI Act.
• Strategic, politically savvy thinker with the ability to translate complex EU policy developments into actionable guidance for a U.S.-headquartered financial technology company operating across European markets.
• Proven ability to build and maintain strong relationships across EU institutions, national delegations, and industry coalitions, and to collaborate effectively across geographically distributed teams.
• Strong analytical and problem‑solving skills, including the ability to manage tight deadlines and operate effectively in high‑pressure, fast‑paced environments.
• Exceptional written and verbal communication skills, with the confidence and presence to communicate at the executive level and represent the company in public forums.
• Demonstrated ability to work with great authority and limited day‑to‑day oversight, exercising sound judgment and initiative.

Preferred

• Existing network within the EU policy community, particularly in Brussels.
• Experience working in or advising U.S.-headquartered financial services or technology companies on EU regulatory matters.
