Role Overview
The MEP Building Services Manager is responsible for the overall management and delivery of Mechanical, Electrical and Plumbing (MEP) building services across complex construction projects, including pharmaceutical facilities, data centres, advanced manufacturing environments and logistics/warehouse units.
The role will provide strong technical, commercial and operational leadership from design development through installation, testing, commissioning and handover. The successful candidate will ensure that MEP systems are delivered safely, efficiently, to the required quality standards, and in line with programme, budget and client requirements.
Key Responsibilities
- Project Delivery & Coordination
- Lead and manage all MEP aspects of construction projects from design development through to commissioning and handover.
- Coordinate MEP works with civil, structural, architectural and other project disciplines.
- Manage and monitor MEP subcontractors, specialist contractors and suppliers.
- Ensure MEP works are delivered in accordance with approved programmes, project milestones and quality requirements.
- Identify project risks, constraints and opportunities and implement appropriate mitigation measures.
- Drive effective coordination and communication across the project delivery team.
- Technical Oversight
- Review and manage MEP designs, drawings, specifications and technical submissions.
- Ensure MEP systems comply with project requirements, client specifications, applicable standards and statutory requirements.
- Identify and resolve technical issues, clashes and design conflicts in a timely manner.
- Drive value engineering initiatives and identify opportunities for technical innovation and improved project performance.
- Ensure design intent is maintained throughout construction and that changes are properly managed and documented.
- Support the development and implementation of BIM and digital construction processes.
- Sector-Specific Responsibilities
- Pharmaceutical / Advanced Manufacturing
- Ensure MEP systems and installations comply with relevant GMP requirements.
- Oversee cleanroom systems, HVAC installation and environmental control requirements.
- Support HVAC validation and CQV (Commissioning, Qualification and Validation) activities.
- Ensure critical building services are designed, installed, tested and documented in accordance with project and regulatory requirements.
- Manage critical MEP systems including UPS, standby generators, cooling systems and associated infrastructure.
- Ensure required resilience and redundancy standards, including N+1 and 2N configurations, are achieved.
- Oversee CRAC/CRAH and other critical cooling systems.
- Monitor system performance, energy efficiency and reliability.
- Support testing, commissioning and integrated systems testing of critical infrastructure.
- Logistics / Warehousing
- Oversee HVAC, electrical distribution, lighting, fire protection and building automation systems.
- Ensure efficient energy use and cost-effective installation solutions.
- Coordinate MEP services with warehouse automation systems, including conveyor, robotics and other specialist interfaces.
- Ensure building services are integrated effectively with the wider operational requirements of the facility.
- Commercial & Cost Management
- Monitor MEP budgets, costs and forecasts throughout the project lifecycle.
- Review subcontractor progress valuations, applications for payment and supporting documentation.
- Assess variations, manage change and maintain effective cost control.
- Support procurement and commercial negotiations for MEP packages.
- Identify opportunities to improve value, reduce costs and optimise project delivery without compromising safety, quality or performance.
- Health, Safety & Compliance
- Ensure full compliance with applicable HSE legislation, regulations, procedures and project-specific safety requirements.
- Promote and maintain a strong safety culture across all MEP activities.
- Ensure MEP works are planned and executed safely, with appropriate risk assessments, method statements and control measures in place.
- Ensure all installations comply with applicable statutory, regulatory and industry requirements.
- Lead by example in maintaining our commitment to safe and responsible project delivery.
- Oversee MEP testing and commissioning activities throughout the project.
- Ensure systems are correctly installed, tested, commissioned and documented in accordance with project requirements.
- Coordinate commissioning activities with specialist commissioning teams, subcontractors, consultants and client representatives.
- Support CQV activities where applicable.
- Ensure all documentation, test records, as-built information and O&M requirements are completed to the required standard.
- Support a smooth and structured handover to the client and end user.
- Stakeholder Management
- Act as the primary MEP point of contact for clients, consultants, subcontractors and other project stakeholders.
- Lead MEP coordination meetings and provide clear progress reporting.
- Maintain strong relationships across the project team and wider supply chain.
- Communicate technical, commercial and programme matters clearly and effectively.
- Work collaboratively with clients and project partners to develop practical, fit-for-purpose solutions.
Qualifications & Experience
Degree or equivalent qualification in Mechanical Engineering, Electrical Engineering, Building Services Engineering or a related discipline.
Minimum 7 years' experience in MEP, building services or a related construction/project delivery role.
- Strong experience within one or more of the following sectors:

- Proven experience managing MEP subcontractors, specialist contractors and suppliers.
- Strong understanding of MEP design, installation, testing and commissioning.
- Low Voltage Appointed Person qualification/competence.
- Strong understanding of health, safety, quality and statutory compliance requirements.
- Experience working across multiple project disciplines and international project environments.
- Experience with GMP, cleanroom environments and CQV processes.
- Experience with critical power and cooling infrastructure in data centres.
- Experience with BIM and digital construction platforms.
- Professional engineering membership or relevant industry accreditation.
