Job summary

Turner & Townsend in Ireland seeks an Intermediate Planner to support the planning strategy for a major project. You will assist with drafting submissions, coordinating environmental inputs, and managing CPO-related planning tasks alongside the Land and Property leadership team.

You will work with a diverse group of stakeholders, ensuring regulatory compliance and timely delivery. A minimum of 5 years in urban planning and strong Irish planning knowledge are essential.

Responsibilities

  • Assist Senior Planner and Head of Land and Property Services in their duties
  • Support performance management of the Land and Property team, aligning with the project plan
  • Follow guidance from senior case managers to achieve project objectives

  • Assist in planning policy submissions and reflect relevant guidance
  • Develop and implement planning strategy aligned with project goals
  • Prepare planning inputs, applications and reports, respond to information requests and manage appeals

  • Assist with planning inputs for CPO claims
  • Engage with landowners, homeowners and community groups to secure consensus
  • Collate and interpret socio-economic data for development proposals and policy change
  • Prepare reports and presentations for internal/external stakeholders and senior management

Job Description

The Intermediate Planner will support the Senior Planner and the Land and Property leadership team. This role involves assisting with the development and implementation of the planning strategy for the project, providing planning support, and helping with Compulsory Purchase Order (CPO) claims. The successful candidate will also help maintain strong relationships with stakeholders, ensuring effective communication and collaboration throughout the project lifecycle.

  • Assist the Senior Planner and the Head of Land and Property Services in their duties.
  • Support the performance management of the Land and Property team, ensuring alignment with the project plan.
  • Follow guidance and direction from senior case managers to support the achievement of project objectives.
  • Ensure adherence to all policies and procedures, as well as those of other key stakeholders.
  • Assist in the identification of areas of policy interest and prepare submissions on relevant planning, environmental or governmental policy to ensure they are well reflected,
  • Support the development and implementation of the planning strategy for the project, ensuring alignment with goals and objectives. Provide planning opinion on the requirement for planning permission; undertake planning site assessments; provide planning appraisals of proposed planning projects; and identify and mitigate planning risk where possible.
  • Assist in the preparation of planning projects from inception to delivery, including coordination of preplanning consultations, preparation of planning applications and reports, response to further information requests, manage appeals and responses to third party appeals, planning compliance.
  • Support the management, review, and coordination of multidisciplinary teams to prepare environmental reports in support of planning submissions (including Environmental Impact Assessment Reports (EIAR) and Appropriate Assessments (AA), as may be assigned.
  • Assist in the preparation of planning inputs associated with CPO claims.
  • Work with internal and external stakeholders to achieve consensus, promote good planning principles, support the development objectives, overcome and mitigate planning risk, and achieve good planning outcomes. Engage with landowners, homeowners, and community groups, to ensure smooth project execution.
  • Collate, analyse, and interpret a range of socio-economic, demographic, policy, and related material in support of development proposals and policy change. Preparation of reports, presentations and other communications to internal and external stakeholders and senior management on progress, updates, risk items and planning strategies.
  • Ensure compliance with data security, GDPR, and user requirements, including those of external third parties.

Perform additional tasks, activities, or other duties as may be required or assigned as part of the role.

Experience
  • 5 years post-qualification experience in urban planning – in either private practice, state / semi-state or consultancy experience or a combination.
  • Knowledge of the Irish planning system, including key policies and guidelines that shape planning decisions, and experience ensuring compliance with relevant regulations and legislation.
  • Experience in preparing and submitting planning applications of various types, sizes, and complexities.
  • Experience in undertaking planning feasibility studies, including assessing the viability of development proposals and identifying potential planning risks.
  • Ability to analyse data and provide clear, actionable recommendations.
  • Experience in engaging with stakeholders, including landowners, homeowners, and community groups, and ability to build and maintain effective relationships with them.
  • Experience working in a fast-paced environment with multiple stakeholders.
  • Ability to prioritise tasks, manage competing demands, and meet deadlines in a high-pressure environment.

  • Strong computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint) and Adobe. Familiarity with geographic information systems (GIS), including ArcGIS a benefit.
  • Strong numeracy skills, with the ability to collect, analyse, and interpret complex quantitative data.
  • Self-motivated and dynamic individual, able to work individually or as part of a team.
  • Strong work ethic and commitment to delivering high-quality results.
  • Ability to drive and commit to Public Service values, with a strong understanding of the public sector working environment.
Qualifications
  • A recognised third level qualification (HETAC Level 8 or equivalent) in a relevant area such as Planning or related discipline.
  • Membership with the Irish Planning Institute (IPI) and / or Royal Town Planning Institute (RTPI) is desirable.
