Job summary

The Western Care Association in Castlebar, Mayo, invites applications for a Human Resources Manager. You will work with the Head of HR to develop and implement HR strategy, lead key activities and ensure practices align with best practice.

You will manage day-to-day HR processes across allocated areas. We are looking for a Level 7+ HR qualification, 4 years of management experience in health or social care (or 3 years in senior HR), strong knowledge of Irish employment law, and proficiency with

Qualifications

  • Third-level qualification in Human Resources Management (Level 7 minimum).
  • Minimum 4 years of management experience in health or social care, or 3 years in a senior HR role.
  • Comprehensive knowledge of HR best practice and Irish employment law.
  • Experience delivering HR initiatives, strategy and policy development.
  • Proficiency with HRIS systems and Microsoft Office Suite.
  • Full clean driver's licence and access to reliable transport.

Responsibilities

  • Develop and implement the HR strategy and identify opportunities for HR initiatives.
  • Provide HR advice to managers on policy application and performance management.
  • Manage employee relations, liaise with unions, handle grievances, and conduct exit interviews.
  • Support line managers with workforce management including rosters and staffing reviews.
  • Oversee attendance, occupational health referrals and maintain HR data accuracy.
  • Lead budgeting and service rostering in partnership with Finance.
  • Maintain HR policies, monitor legislation and ensure GDPR compliance.
  • Manage HRIT systems and produce KPI reports.
  • Promote a safe, respectful workplace in line with policies.

Human Resources Manager

Castlebar, Co. Mayo. Permanent 35 hours per week.

Job Brief

Working alongside the Head of HR and the wider HR team, the Human Resources Manager will develop and implement HR strategy, lead key HR activities and ensure that HR practices align with best practice. The role includes managing day‑to‑day HR processes across assigned areas.

Key Responsibilities
  • Develop and implement the HR strategy and identify opportunities for HR initiatives and process improvements.
  • Provide HR advice and guidance to managers on policy application, performance management and employee‑employer relations.
  • Manage the employee relations and industrial relations function, liaise with unions, handle grievances and conduct exit interviews.
  • Support line managers with workforce management, including roster and staffing reviews, performance, training and development.
  • Oversee sick leave, occupational health referrals and maintain accurate data on absences.
  • Lead resource planning and participate in service roster development and budgeting in partnership with Finance.
  • Maintain and improve HR policies and procedures, monitoring legislative developments and ensuring compliance.
  • Manage HRIT systems and data analysis, maintain employee records, ensure GDPR compliance and produce KPI reports.
  • Ensure a safe, respectful workplace and promote dignity at work in line with the organisation’s policies.
Additional Duties (selected)
  • Contribute to local service planning processes and support the development of new services.
  • Promote safety and well‑being initiatives for staff and service users.
  • Participate in supervisory support, staff meetings and training events as required.
Candidate Requirements
  • Relevant third‑level qualification in Human Resources Management (Level 7 minimum).
  • Minimum of 4 years of management experience in a health or social care setting, or 3 years in a senior HR role.
  • Comprehensive knowledge of HR best practice and Irish employment law.
  • Experience delivering HR initiatives, strategy and policy development.
  • Proficiency with HRIS systems and Microsoft Office Suite.
  • Full clean driver’s licence and access to reliable transport.
Recruitment Requirements
  • Full driver’s licence required.

Salary Scale

Grade VII (Scale €58,150 – €76,253 per annum, based on full‑time 35 hours per week).
