Job summary

GMC Utilities Group is hiring an experienced HSQE Manager to oversee health, safety, quality and environmental compliance across multiple projects in Ireland. The role involves leading a team of HSQE professionals, implementing the Integrated Management System, and ensuring KPI performance for GMC and clients.

You will report to the Head of HSQE, develop training matrices, and act as SME on high-risk activities while supporting operations and subcontractors with guidance and training.

Qualifications

  • Diploma/Degree in Health & Safety or equivalent qualification.
  • 7–10 years’ HSQE management experience (civil or utilities desirable).
  • Full clean driver’s licence.
  • Strong technical and analytical/report writing skills.
  • Ability to work independently and collaboratively across multidisciplinary teams.
  • Excellent communication and stakeholder management skills.
  • Strong IT proficiency (MS Office).

Responsibilities

  • Act as the point of contact for all HSQE items across your area of responsibility.
  • Ensure the Integrated Management Systems is effectively implemented and monitored in your area of responsibility.
  • Ensure accurate monthly reporting of all HSQE data to GMC and clients and ensure HSQE KPIs are achieved.
  • Develop positive relationships with Head of Contract, Contract/Project Managers, delivery teams and clients to ensure collaboration on HSQE matters.
  • Develop and implement Construction Stage Management Plans (PSHP, CSSHP, QMP & CEMP) on projects.
  • Manage and mentor HSQE staff and ensure timely training and documentation (certs on mWorker).
  • Act as SME on GMC High Risk Activities and provide guidance to operations and subcontractors.
  • Promote Hazcon processes and develop a rewards scheme; oversee toolbox talks and CIF safety schemes.
  • Investigate incidents and ensure corrective actions are closed out; conduct site visits and audits.

The Role.

GMC are currently seeking an expedriencedHSQE Managerto joing our growing teams.TheHSQE Managerwill report into the Head of HSQE and is responsible for overseeing and managing the Health & Safety, Quality and Environmental requirements across a portfolio of GMC Projects.

The HSQE Manager will manage a team of HSQE professionals to ensure GMC achieves the desired HSQE performance across your area of responsibility.

Key Duties and Responsibilities will include but are not limited to:
Key Responsibilities:
  • Act as the point of contact for all HSQE items across your area of responsibility.
  • Ensure the GMC Integrated Management Systems is effectively implemented and monitored in your area of responsibility.
  • Ensure accurate monthly reporting of all HSQE data to both GMC and Clients and ensure all HSQE KPI’s are achieved and exceeded where possible.
  • Develop a positive working relationships with the Head of Contract, Contract / Project Managers, Construction delivery teams and clients to ensure good collaboration on all HSQE matters.
  • Ensure Construction Stage Management Plans including the PSHP, CSSHP, QMP & CEMP etc. are developed and effectively implemented and monitored on your projects.
  • Develop a good working relationship with the Head of HSQE, Group Quality Manager and Group Sustainability Manager and seek guidance on all requirements from Group Managers.
  • Manage your team and ensure effective support is provided between you and your team.
  • Become a Subject Matter Expert (SME) on all GMC High Risk Activities and provide advice, guidance and training to the operations teams, including subcontractors on same.
  • Develop a training matrix for all personnel working on your projects, ensure training is identified and scheduled in a timely manner, all employee training certs are uploaded to mWorker etc.
  • Ensure all incidents and utility strikes are effectively investigated and incident investigation reports are complete and uploaded on the incident tracker.
  • Ensure all personnel working on your portfolio of projects including subcontractors receive the GMC Induction.
  • Arrange standdowns, HSQE initiatives as per GMC and Client requirements
  • Participate in Client HSQE site visits, audits, meetings etc.
  • Promote the Hazcon process across your portfolio of project, ensuring it is effective with good participation.
  • Develop a reward and recognition scheme for the best Hazcon, this scheme should be promoted in the GMC quarterly newsletter, LinkedIn and presented to the Client.
  • Ensure toolbox talk are developed and rolled out including the annual CIF Safety Scheme
  • Ensure efficient auditing of your projects is carried out and corrective actions are closed out in a timely fashion.
The Candidate: Required Experience and Competencies:
  • Relevant Health & Safety Qualification (Diploma /Degree) or equivalent qualification.
  • Minimum 7-10 years’ experience in a HSQE Management role (Civil or utilities is highly desirable).
  • Full clean driver’s licence essential.
  • Strong technical and analytical skills with proven report writing ability.
  • Ability to work independently and collaboratively across multidisciplinary teams.
  • Excellent communication and stakeholder management skills.
  • Strong IT proficiency (MS Office, Excel, PowerPoint).
