Job summary

The Talbot Group in Ireland is seeking an experienced Head of Learning & People Development to lead organisation-wide learning, development and workforce capability strategy. You will shape a high-performance, person-centred learning culture across residential, respite, day and multidisciplinary services, traveling between Meath, Louth, Kildare, Wicklow, Cork, Cavan and Monaghan.

Qualifications

  • 7+ years senior L&D experience in a complex organisation.
  • Experience implementing organisation-wide learning strategies in regulated environments.
  • Experience with regulatory frameworks such as HIQA and CORU.
  • Experience managing L&D budgets, multi-site teams and digital learning transformation.

Responsibilities

  • Develop and deliver the Group's learning and development strategy, aligned with our mission, vision and values.
  • Lead workforce capability, succession planning, career pathways and organisational change initiatives.
  • Design and deliver leadership, management, supervisory, mandatory and induction programmes.
  • Oversee blended learning, e-learning and continuous professional development initiatives.
  • Develop competency frameworks supporting professional registration, including CORU, NMBI and IMC.
  • Ensure learning programmes meet HIQA, statutory and professional requirements and maintain inspection readiness.
  • Monitor training compliance and learning metrics through HRIS systems and maintain auditable records.
  • Lead, develop and inspire the Learning & People Development team.
  • Manage the L&D budget, external providers and procurement.
  • Drive digital learning transformation, including LMS, HRIS and innovative/AI-enabled learning solutions.
  • Promote Equality, Diversity & Inclusion and a culture of continuous learning.

Job description

The Talbot Group is seeking an experienced Head of Learning & People Development to lead our organisation-wide learning, development and workforce capability strategy.

Reporting to the Head of Human Resources, you will shape a high-performance, person-centred learning culture across our residential, respite, day and multidisciplinary services. You will lead innovative learning solutions that strengthen leadership, support career progression and ensure professional, quality and regulatory standards are met.

Locations: Meath, Louth, Kildare, Wicklow, Cork, Cavan and Monaghan. Flexibility to travel between service locations is required.

What We’re Looking For
  • Level 8+ qualification in HR, Learning & Development, Organisational Psychology, Education or a related discipline.
  • Minimum 7 years' senior L&D experience in a complex organisation.
  • Proven experience developing and implementing organisation-wide learning strategies.
  • Experience working within a regulated environment, ideally health, disability or social care.
  • Experience aligning L&D with regulatory frameworks such as HIQA and CORU.
  • Experience managing L&D budgets, multi-site teams and digital learning transformation.
  • Strong leadership, communication, planning and stakeholder management skills.
  • Postgraduate qualification in Leadership, Strategic HRM or Adult Education.
  • Knowledge of residential disability, ABI or autism services.
  • Experience with HRIS/LMS integration and learning automation.
