Job description

Concern is a non-profit, non-governmental humanitarian organisation, dedicated to the reduction of suffering and the ultimate elimination of extreme poverty in the world’s poorest countries.

Overview and Purpose

Concern Worldwide is committed to addressing extreme poverty while ensuring that all programmes uphold the safety, dignity, and rights of affected populations. Accordingly, this role is an integral part of Concern’s Safe & Inclusive Programming Unit (SIPU) and will contribute to the Unit’s shared purpose of enabling high quality, risk informed programming.

The Global Technical Adviser - Humanitarian Protection will provide dedicated technical support on protection mainstreaming, protection analysis, with a particular emphasis on GBV response programming. This will include case management support and tool development, filling a critical gap in specialist coverage for countries delivering highly technical protection and GBV programmes. This role requires proficiency in French as it will include support to Concern’s programming in French-speaking countries.

Reports to: Director of Safe & Inclusive Programming

Department: Emergency Directorate

Terms: 2 years, fixed term

Location: Ireland (remote) with frequent travel to any of Concern’s countries of operation.

Requirements: Total travel time may be for up to a total of 120 days across the course of the year.

Responsibilities
1. Strategic Leadership and Technical Direction
  • Lead the development and implementation of Concern’s global approach to protection programming, particularly around GBV prevention and response.
  • Provide technical oversight and guidance to country teams on protection programming across humanitarian and development contexts, with emphasis on GBV prevention and response.
  • Work closely with Equality and Conflict Advisors to promote gender and conflict-transformative approaches that address root causes of GBV, including inequality and harmful social norms.
2. Programme Design and Quality Assurance
  • Support country teams in the design of programmes, including standalone and integrated approaches.
  • Ensure programmes are aligned with international standards and best practices, including survivor-centred approaches.
  • Review proposals, logframes, and reports to ensure strong integration of GBV risk mitigation and response.
3. Integration and Mainstreaming
  • Lead efforts to integrate GBV risk mitigation across sectors such as livelihoods, health and nutrition, WASH, and education.
  • Contribute to strengthening linkages and cohesion between GBV, protection mainstreaming, safeguarding, conflict sensitivity, and equality as core functions of SIPU, ensuring our protection and GBV programming aligns with CHS commitments.
  • Support the use of safe, inclusive, and conflict-sensitive programming approaches.
4. Capacity Building and Technical Support
  • Develop and deliver training and capacity strengthening initiatives for staff and partners on GBV prevention and response.
  • Provide ongoing remote and in-country technical support and mentoring.
  • Build the capacity of teams to safely identify, refer, and respond to GBV cases in line with ethical standards.
5. Accountability
  • Promote safe referral pathways and confidential, ethical data management practices.
  • Strengthen accountability to affected populations, particularly women and girls.
6. Knowledge Management and Learning
  • Lead the documentation of best practices, lessons learned, and innovations in GBV programming.
  • Contribute to organisational learning, research, and evidence-building initiatives.
  • Support the development of tools, guidance, and case studies.
7. Representation and External Engagement
  • Represent Concern in global GBV and protection coordination forums such as IC-GBV.
  • Engage with donors, partners, and inter‑agency networks.
  • Contribute to advocacy initiatives on GBV and protection.
Role Holder Requirements
  • Degree in gender studies, social sciences, international development, or related field, together with strong understanding of global GBV standards and guidelines (e.g., Inter-Agency Minimum Standards for GBV).
  • Minimum 5 years’ experience in GBV programming in humanitarian response work, preferably in conflict or insecure environments.
  • Demonstrated expertise in GBV prevention and response, including survivor-centred approaches.
  • Excellent communication, analytical, and report-writing skills in French and English
  • Proven experience and impact in programme design, proposal development, and donor engagement.
  • Proven experience in providing technical advice and support to field programmes and implementing partners.
