We are so pleased to be supporting ARC Cancer Support Centres in hiring a part time (3 days a week) Finance Manager for their Dublin 7 office.
The Finance Manager will manage the overall Finance function.
This role will provide leadership and direction in the areas of finance management.
The Finance Manager will guide ARC towards achieving its business objectives, internally and externally, building the organisations impact and reputation and ensuring its future success, financial governance, and funding stability.
Key responsibilities will include:
- Management of finance, and relevant administration services by taking ownership of, accountability for, and leading the finance function in ARC.
- Establish a strong working relationship with statutory grantors to ensure that adequate funding is sought to meet the service’s budgeted financial requirements.
- Meet all reporting requirements, including Grant Agreements, Annual reporting requirements, and any ad-hoc requests for financial information.
- Monitor income and expenditure against the agreed budgets and report material variances on a regular basis.
- Maintain and adhere to financial company policies, procedures, and internal controls to maximise control and minimise risk.
- Ensure that accurate monthly management accounts are prepared on a timely basis with an analysis of all significant variances from budget.
- Supervise the accounting aspects of the fundraising activities.
- Prepare the accounts for annual audit.
- Oversee the annual statutory accounts and liaise with the company’s auditors to ensure that the audit is completed in a timely and efficient manner and that financial statements comply with SORP guidelines.
- Review the work of the bookkeeper (journal postings, bank reconciliations, payroll etc).
- Track and report on income allocation and expenditure especially for restricted income/grants. Receive and maintain source documentation for both.
- Prepare and maintain a rolling forecast and report on it against budget and YTD with analysis and oversight.
- Prepare a cash flow projection for the year and monitor the cash position monthly.
- Establish business relationships with financial institutions to ensure optimum trading conditions.
- Develop and oversee Financial, Cash Management, and Procurement & Tendering practices and policies.
- Comply with HSE Procurement and Tendering practices and guidelines and ensure procedures, including authorisation procedures, are followed.
- Oversee all payments and ensure that all public procurements guidelines are complied with and that tender proposals are prepared in keeping with our regulatory framework.
- Provide financial support in the development of new programmes, grants, and funding applications.
- Oversee dealings with contractors and maintain a database of all contracts in conjunction with the executive management team.
General Responsibilities
- Communicate effectively with the CEO, Executive management team, Board of Directors, Board Committees, and other key stakeholders as required.
- Support the CEO, and other senior managers in developing, implementing, and monitoring Operational Plans aimed at ensuring the success of the Strategic Plan.
- Engage actively in Performance Management both for self and any reports.
- Assist in the development and implementation of relevant measures and Key Performance Indicators (KPI), as appropriate to the relevant operational plans.
- Provide support to the CEO in the ongoing development, implementation, and monitoring of overall compliance with relevant regulations and organisational risk.
- Be a key player in the identification, sourcing, and receipt of funds from a wide variety of sources.
- Support the development and implementation of all financial processes, or streamlines required, to ensure the organisations success as it moves into a more regulated and structured future.
- Be a sounding board for ideas and innovations that provide the best future possible for the organisation.
- Advocate for clients, staff, volunteers, and contractors at all levels of the organisation and across the wider stakeholder and funding arena.
- Possess a professional accountancy qualification (e.g. ACCA, ACA, CIMA, CPA).
- At least five years’ experience in a senior financial management position, preferably in a charity, not-for-profit or health-related sector.
- Experience in procurement practices.
- Experience in matters of corporate governance.
- Record of stakeholder management.
- Experience of structuring workload and conflicting demands, comfortable managing the multiple dimensions of the role.
- Effective experience of donor stewardship with understanding of donor needs, income channels, strong relationship building and management skills.
- Experience of CRM systems.
- Experience of having managed third-party suppliers/agencies.

- Knowledge of the principles, practice and legislation relating to financial control, fundraising, campaigning, and communications in a charity setting.

- Familiarity with financial software, databases, and tools and the ability to leverage technology to improve financial processes and efficiency.
- Excellent working knowledge of technology (including MS Office with advanced Excel skills) and computerised financial systems (Sage would be an advantage).
