Job summary

The Land Development Agency is seeking a Construction Manager to lead a broad portfolio of residential and regeneration projects nationwide, guiding them through planning, procurement, and delivery as part of the Construction team reporting to the Head of Construction.

The successful candidate will bring at least five years in construction management, a relevant degree, strong relationship skills, and a proven track record in development, planning permission, and procurement.

Qualifications

  • At least 5 years construction management experience.

  • Knowledge of Irish planning, development and construction sector.
  • Knowledge of public procurement is advantageous.
  • Knowledge of project viability is advantageous.

Responsibilities

  • Lead a growing team of development professionals on residential projects.
  • Guide projects through planning and detailed design stages.
  • Manage design teams from technical, program and budget perspectives.
  • Plan, organise, and direct activities concerned with the project.
  • Coordinate with authorities, development partners, third party utilities, etc.
  • Develop project plans and schedules and execute plans to completion.
  • Deliver successful project outcomes through leadership, technical expertise.
  • Ensure contractual compliance of contractors and consultancies.
  • Monitor planning conditions and compliance with best practice.
  • Oversee large-scale construction main contractor companies and design teams.
  • Develop the Investment Case & Development Strategies for various project types.
  • Manage project budgets, programs and regular reporting.

About The Land Development Agency

The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn. The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The Role

The Construction Manager role offers the right candidate a fantastic opportunity to manage a wide range of transformative residential and regeneration projects across the country through the development life cycle. This role works as part of the broader Construction team and reports to the Head of Construction.

The ideal candidate will have all necessary technical and commercial acumen required in delivering landmark projects, but importantly will need to be a team player with the drive, work ethic and adaptability to respond to the exciting challenges of the LDA mandate.

Key Duties and Responsibilities
  • You will join a growing team of development professionals, reporting to the Construction Lead and will lead on a wide variety of residential projects
  • Lead projects through the construction stage of delivery and assist the development managers to deliver projects through planning and detailed design.
  • Manage design teams from a technical, program and budgetary perspective
  • Plan, organise, and direct activities concerned with the project
  • Interaction with project stakeholders such as local authorities, development partners, third party utilities etc
  • Develop project plans and schedulesand execute plans to completion
  • To be responsible for the successful delivery of project through leadership, management, technical expertise throughout the project life-cycle
  • Ensure contractor and consultancy contractual compliance
  • Monitor that planning conditions are met and in Compliance with best practise
  • Manage large scale construction main contractor companies and design teams
  • Knowledge of Planning Permission, Fire Cert Applications and Disability Access Certificate applications
  • Develop a specific program for the project with planned milestones.
  • Strong commercial awareness with the ability to create savings through creative design, planning and procurement
  • Work with the wider LDA team for effective delivery of project work streams and delivery of projects
  • Experience and understanding of the design and tender process for large residential construction projects
  • Develop and implement the Investment Case & Development Strategies for a variety of project types
  • Manage project budgets, programs and regular reporting
  • Liaise with all LDA functions to progress project through each project stage
Qualifications and Experience Requirements
  • The successful candidate for the role will have at least 5 years construction management experience
  • Hold a recognised degree level qualification in construction/ development sector
  • Excellent relationship management skills (both internal and external)
  • Strong development management skills, with a proven relevant track record
  • Strong knowledge of the Irish planning, development and construction sector
  • Knowledge of public procurement a distinct advantage
  • Knowledge of project viability an advantage.
