Job summary

The Talbot Group is seeking an experienced Compliance Manager to act as our definitive subject-matter expert for all recruitment compliance matters in Ireland. You will ensure that talent acquisition pipelines adhere to HIQA standards, Irish employment law, and GDPR, with hands-on oversight of vetting and right-to-work documentation.

Qualifications

  • 5+ years in a dedicated compliance/audit/senior HR role, with healthcare focus in Ireland.
  • Expert knowledge of HIQA, Irish employment law, GDPR, and Vetting Bureau Acts.
  • Experience designing and auditing high-volume pre-employment screening workflows.
  • Strong analytical ability to interpret regulatory guidelines and translate to workflows.
  • Excellent communication to guide senior management on complex cases.

  • Deliver targeted compliance training to recruitment staff.

Role Overview

The Talbot Group is seeking an experienced, highly detail-oriented Compliance Manager to act as our definitive subject-matter expert and 'go-to' authority for all compliance matters within the recruitment function.

In this critical leadership support role, you will ensure that our talent acquisition pipelines strictly adhere to all relevant statutory, regulatory, and internal governance frameworks. Given our sector, candidates must possess a deep, hands-on understanding of compliance protocols specific to healthcare and social care in Ireland, ensuring that every hire meets the rigorous standards required to safeguard our service users and support our operational teams.

Key Responsibilities
  • Regulatory Governance & Subject Matter Expertise: Serve as the primary internal advisor on all recruitment-related compliance matters, ensuring full alignment with national legislation, regulatory bodies (e.g., HIQA standards), and Irish employment law.
  • Vetting & Pre-Employment Screening: Oversee and systematically audit end-to-end pre-employment checks, including enhanced Garda Vetting, international police clearances, professional registration verifications (NMBI, CORU, etc.), employment reference checks, and right-to-work documentation.
  • Audit Readiness & Continuous Assurance: Maintain a permanent state of audit readiness across all candidate files. Design, implement, and monitor robust internal quality assurance processes and automated tracking metrics within our ATS and compliance workflows (including Strandum and Fountain integrations).
  • Policy Development & Implementation: Translate complex regulatory updates into clear, actionable recruitment policies, user guides, and standard operating procedures (SOPs) for the HR and talent acquisition team.
  • Cross-Functional Collaboration: Partner closely with hiring managers, Directors of Service, and HR Business Partners to provide proactive guidance on complex candidate vetting scenarios, risk assessments, and non-standard hiring cases without compromising hiring velocity.
  • Training & Quality Upskilling: Deliver targeted compliance training to recruitment personnel and hiring managers to foster a strong culture of quality, accountability, and risk awareness across the organization.
  • Risk Management & Mitigation: Proactively identify compliance vulnerabilities or bottlenecks within the recruitment pipeline and rapidly deploy corrective action plans to mitigate operational risk.
Key Requirements & Qualifications
  • Professional Experience: Minimum of 5 years in a dedicated compliance, audit, or senior HR role, with at least 3 years specifically focused on compliance within a healthcare environment in Ireland.
  • Regulatory Knowledge: Expert-level working knowledge of Irish healthcare regulatory frameworks (particularly HIQA standards), Irish employment legislation, GDPR/data protection laws, and the National Vetting Bureau (Children and Vulnerable Persons) Acts.
  • Process Mastery & Tech-Savviness: Proven track record of designing, managing, and auditing high-volume pre-employment screening workflows and electronic audit trails using ATS/HR systems.
  • Analytical & Audit Skills: Meticulous attention to detail with proven ability to interpret complex regulatory guidelines and translate them into efficient operational workflows.
  • Communication & Stakeholder Management: Exceptional interpersonal and communication skills with the authority and credibility to act as the definitive 'go-to' expert, capable of guiding senior management and challenging non-standard practices constructively.
  • Educational Qualifications: A relevant third-level qualification (Degree/Postgraduate) in Human Resources, Law, Healthcare Administration, Compliance, or a related discipline.
