Job description

Job Purpose:

Strategic Property Department has key responsibilities across all pillars of the Agency’s strategic objectives. The Department is responsible for the management of IDA’s property portfolio with key activities including delivery of the Regional Building Programme, Strategic Infrastructure Development, Strategic Land acquisitions, Next Generation Sites Initiative, Stakeholder Engagement and Influencing, Sustainability Initiatives at Scale, Asset Management and Estate Management.

As part of the Property Legal and Mapping Team the Assistant GIS Mapping Executive will provide vital support across all functions of the Property Department. The Assistant GIS Mapping Executive will primarily be responsible for maintaining and developing IDA’s GIS mapping system, a dynamic and user friendly geospatial platform that supports both property and regional operational requirements. The Assistant GIS Mapping Executive will ensure that the boundaries of IDA land banks are accurately recorded for asset management and marketing purposes and that correct mapping and title information is available for existing and prospective clients in our marketing and transactional interactions. The Assistant GIS Mapping Executive also provides invaluable support to the Acquisitions Team in carrying out site due diligence. This role requires a knowledgeable and approachable self-starter with specialised GIS experience.

Key Tasks:
  • To maintain and enhance IDA Property Department’s GIS database to support the management, monitoring, analysis, and review of IDA Ireland’s property portfolio.
  • To develop and maintain GIS dashboards and business intelligence solutions that provide organisation-wide insights into property and land-use activities.
  • To collaborate with internal departments and external stakeholders to develop and maintain authoritative GIS datasets and mapping solutions.
  • To design, implement, and support mobile GIS solutions using ArcGIS Survey123, ArcGIS Field Maps, and ArcGIS Workforce to improve field data collection and operational efficiency.
  • To convert and manage spatial datasets across multiple formats, including AutoCAD, Google Earth, and other industry-standard platforms.
  • To manage GIS workflows and prepare regular progress reports relating to IDA Ireland’s extensive property portfolio.
  • To maintain, verify, and update spatial datasets and mapping information on an ongoing basis to ensure data accuracy and integrity.
  • To support and promote GIS standards, metadata management, and best practice data governance across the organisation.
  • To source, integrate, and manage geospatial datasets and map services from external organisations, including Tailte Éireann, Uisce Éireann, Gas Networks Ireland, and other relevant agencies.
  • To produce high-quality mapping outputs using ArcGIS Pro and ArcGIS Online, including map creation, analysis, cartographic design, printing, and reporting.
  • Provide GIS technical support and training to end users across the organisation, promoting the effective use of GIS software, systems, and data.
  • Contribute to the continuous improvement of GIS services, processes, and systems, ensuring alignment with organisational objectives and industry best practice.
  • To assist with site due diligence and title investigation in respect of acquisitions.
  • To assist with surveying of IDA lands using GPS surveying equipment
  • To assist with the preparation and management of all property related documentation for inclusion in the legal conveyancing process, including the preparation of property instructions, reviewing title burdens and replies to requisitions,
  • To update and maintain CAD mapping.
  • To contribute to the Department as part of the Strategic Property Team
  • Any other appropriate duties as shall contribute to the achievement of the purpose and function of the post.
  • To utilise technology effectively in order to manage the property business in the most effective and efficient manner.

Qualifications
  • Degree, diploma, or professional qualification in Geographic Information Systems (GIS), Geomatics, Spatial Data Science, or a related discipline or alternatively a third level qualification to Level 7 standard on the National Qualification Framework with 1–2 years’ relevant experience working in a GIS or geospatial data environment.
Knowledge and Experience
  • Knowledge of GIS principles, spatial data management, and geospatial technologies, with expertise in:
  • ArcGIS Enterprise / ArcGIS Server
  • Portal for ArcGIS
  • ArcGIS Pro
  • ArcGIS Online
  • ArcGIS Experience Builder (Web Experience)
  • Knowledge of Structured Query Language (SQL), Python and/or Arcade scripting languages.
  • Experience with Extract, Transform and Load (ETL) tools such as FME (Feature Manipulation Engine) would be a distinct advantage.
  • Awareness of emerging GIS technologies, industry trends, and related ICT and web-based technologies.
  • Understanding of best practice in geospatial data management, analysis, data governance, and visualisation.
  • Experience in the manipulation and management of digital mapping data, with a sound understanding of mapping concepts including coordinate systems, projections, transformations, data accuracy, precision, and generalisation.
  • Knowledge of Open Data principles and OGC standards, including web services and interoperability requirements.
  • Understanding of the EU INSPIRE Directive and associated reporting obligations.
  • Experience in metadata creation, data cataloguing, and web GIS application development.
Salary Scale:

€32,365 to €59,185 per annum contributory superannuation. Appointment is made at minimum point of scale. Rising by long service increments to €61,115 (after 3 years satisfactory service at the maximum of the range.
