Job summary

KINETIK seeks a Waste Management Lead to drive its waste management strategy and pipeline in Indonesia, translating government priorities into investable, policy-supported interventions. You will coordinate across policy, climate-resilient development and financing functions, delivering end-to-end activity development and implementation.

The role requires a strong background in waste systems, sector reform, and engagement with governments, MDBs and private sector partners to mobilise investment

Qualifications

  • Degree in environmental engineering, environmental management, urban infrastructure, public policy, economics, finance, or a related field; postgraduate qualification preferred.
  • Minimum 10 years of experience in waste management, circular economy, environmental infrastructure, urban services, or a related field, including senior advisory, project development or leadership roles.
  • Demonstrated experience in activity development, sector reform, or implementation of waste or related infrastructure investments, including progressing concepts toward delivery and/or financing.
  • Strong knowledge and experience of working on Indonesia’s solid waste sector, including policy and regulatory environment, budgeting and financing, governance and institutional arrangements, decentralised service delivery responsibilities, and project development and delivery pathways.
  • Understanding of waste systems across the value chain, including collection, transport, recycling and resource recovery, treatment, disposal and landfill management.

Responsibilities

  • Lead the development and delivery of KINETIK’s waste management strategy and activity pipeline, working across policy, climate-resilient development and financing functions.
  • Progress priority opportunities from identification and activity preparation to financing and implementation.
  • Coordinate with the Head of Climate Resilient Development and other sector Leads for alignment with the broader portfolio.
  • Provide waste management sector expertise to policy and government engagement at national and sub-national levels.
  • Engage with MDBs, DFIs, development partners, private sector and other stakeholders to support sector reform and investment mobilisation.

About KINETIK

KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to deliver and strengthen sustainable infrastructure, drive green economic growth, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the programme seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities (locally-led development), particularly women, girls, people with disabilities and marginalised groups.

KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):

  • Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.
  • Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.
  • Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.

The programme builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, digitalisation, innovation, integrates gender equality, disability and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including energy, water, sanitation and solid waste management, and sustainable transport.

KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role

The Waste Management Lead provides sector leadership for KINETIK’s waste management and circular economy portfolio, translating Government of Indonesia priorities into a coherent pipeline of policy-supported, technically sound, investment-ready and implementable interventions.

The role leads the development and delivery of KINETIK’s waste management strategy and activity pipeline, working across policy, climate-resilient development and financing functions to progress priority opportunities from identification and activity preparation to financing and implementation.

The Lead works under the direction of the Head of Climate Resilient Development, and works closely with the other sectoral Leads to ensure alignment with the broader portfolio and effective integration across shared policy, financing, climate, local government and urban service delivery priorities. The Lead also works closely with the Policy Unit and the Financing and Transactions function to support end-to-end sector engagement, from policy reform and institutional strengthening to activity development, financing, demonstration and delivery.

The role provides waste management sector expertise to policy and government engagement at national and sub-national levels, including through Australian Public Service (APS) and government-to-government (G2G) partnerships coordinated by the Policy Unit.

The role engages with multilateral development banks (MDBs), development finance institutions (DFIs), development partners, state-owned and regionally-owned enterprises, private sector, industry associations, academic institutions, civil society and community organisations, and other strategic stakeholders to support sector reform, investment mobilisation, improved service delivery and circular economy development.

About You
Essential Experience and Knowledge
  • Degree in environmental engineering, environmental management, urban infrastructure, public policy, economics, finance, or a related field; postgraduate qualification preferred.
  • Minimum 10 years of experience in waste management, circular economy, environmental infrastructure, urban services, or a related field, including in senior advisory, project development or leadership roles.
  • Demonstrated experience in activity development, sector reform, or implementation of waste or related infrastructure investments, including progressing concepts toward delivery and/or financing.
  • Demonstrated strong knowledge and experience of working on Indonesia’s solid waste sector, including the policy and regulatory environment, budgeting and financing, governance and institutional arrangements, decentralised service delivery responsibilities, and project development and delivery pathways.
  • Demonstrated understanding of waste systems across the value chain, including collection, transport, recycling and resource recovery, treatment, disposal and landfill management.
Desirable
  • Experience with DFAT-funded programs or similar donor-funded initiatives.
  • Understanding of and experience with circular economy.
  • Understanding of project financing, including project bankability, investment readiness, and pathways for public and private financing.
  • Understanding of innovative finance, blended finance, climate finance, carbon finance, public-private partnerships or other investment mobilisation approaches.
  • Experience with local government reform, including in relations with municipal finance, public financial management or performance-based service delivery.
  • Experience developing or implementing demonstration initiatives that generate evidence for policy reform, replication or scaling.
  • Strong stakeholder management and communication skills, demonstrated in engagement and established networks with relevant Government of Indonesia agencies, sub-national governments, development partners, MDBs and DFIs, private sector, and other solid waste sector stakeholders.
  • Experience integrating GEDSI, safeguarding, or locally led development approaches into sector initiatives, particularly in waste sector.
  • Excellent English speaking and writing skills. Bahasa Indonesia comprehension is highly desirable for international applicants.
