Qualifications

Short-Term Technical Assistance (STA) Panel
Innovative Financing and Funding (IFF)

Location: Jakarta, Indonesia (in-country and home-based, depending on assignment)
Engagement: Deed of Standing Offer with Service Orders issued as bodies of work are identified

Program Background
KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.

KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):

  1. Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.
  2. Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.
  3. Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.

The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and waste management, and sustainable transport.

KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role
KINETIK is establishing a Short-Term Technical Assistance Panel (the Panel) of individual specialists in innovative financing and funding (IFF). Panel members will provide expert technical and advisory services to KINETIK’s IFF function, its sector teams and its Government of Indonesia counterparts in a responsive and timely manner as needs arise. Panel members will apply outstanding technical knowledge to complex infrastructure and climate finance challenges in Indonesia and will be expected to produce work of a standard suitable for senior government and development partner audiences.

The Panel will give KINETIK access to a range of pre-qualified specialists. Successful applicants will be engaged on the Panel through an umbrella agreement, known as a Deed of Standing Offer (DSO), and will then be issued Service Orders (SO) as specific bodies of work are identified. Appointment to the Panel does not guarantee a minimum volume of work.
Assignments may include the funding and financing assessment of priority infrastructure projects; the structuring of government support, revenue and risk allocation; blended finance, credit enhancement and guarantee design; local-currency growth capital for climate-aligned enterprises; sustainable finance instruments and investor engagement; investment readiness support; and analytical, peer review and capacity-building services.

About You

  1. Tertiary qualifications in finance, economics, law, business, public policy, engineering or another relevant discipline. Postgraduate qualifications or professional accreditation in a relevant field are desirable.
  2. A minimum of ten years of professional experience in infrastructure finance, project finance, development finance, capital markets, private equity or private credit, public finance or a closely related field, including experience in emerging market or international development contexts.
  3. Demonstrated experience delivering advisory, analytical or transaction work relevant to Indonesia’s infrastructure and climate finance priorities, including familiarity with Indonesian PPP, public finance or financial sector regulatory frameworks.
  4. Demonstrated experience working with development finance institutions, blended finance mechanisms, institutional investors, commercial financiers or government counterparts, and a sound understanding of the respective roles of these actors in mobilising private capital.
  5. Excellent verbal and written communication skills in English, with Bahasa Indonesia desirable, and demonstrated experience in briefing and working closely with senior government officials and development partners.
  6. An understanding of gender equality, disability and social inclusion and of climate considerations as they apply to infrastructure and enterprise finance, and the ability to work with stakeholders from diverse backgrounds.

Remuneration
Based on experience. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
