Dwimitra Listenlights is seeking a Testing & Commissioning (T&C) Manager to plan, manage, and oversee testing and commissioning for mechanical, electrical, ELV, and integrated systems on data center and mission-critical projects. You will ensure safe, compliant handovers and lead cross-functional teams through FAT, SAT, and startup activities.

• Bachelor's degree in electrical, mechanical, or control engineering as required.
• 6-8 years of Testing & Commissioning experience in MEP, data centers, or mission-critical projects.
• Minimum 3 years in supervisory or managerial roles.
• Experience leading integrated commissioning and handover activities is highly preferred.

Role Description

The Testing & Commissioning (T&C) Manager is responsible for planning, managing, and overseeing all testing and commissioning activities for mechanical, electrical, ELV, and integrated systems across Data Center and mission-critical infrastructure projects. The role ensures systems are commissioned safely, efficiently, and in compliance with project specifications, quality standards, and client expectations to achieve successful project handover.

Job Description

• Develop and manage T&C plans, schedules, procedures, and commissioning strategies aligned with overall project timelines.
• Plan and allocate manpower, testing equipment, tools, and commissioning resources.
• Supervise and manage execution of Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), pre-commissioning, Integrated System Testing (IST), Functional Performance Testing (FPT), and start-up activities.
• Coordinate with Project, Engineering, QA/QC, HSE, Planning, Procurement, and Construction teams, as well as clients, consultants, vendors, and subcontractors.
• Lead technical troubleshooting, resolve interface issues across electrical, mechanical, ELV, HVAC, BMS, and control systems, and ensure timely closure of punch points.
• Ensure compliance with HSE policies, permit-to-work systems, LOTO procedures, safe energization practices, and applicable standards.
• Review and approve commissioning reports, test records, and handover documentation, including as-built documents, O&M manuals, and final commissioning dossiers.
• Prepare daily, weekly, and monthly commissioning progress reports, and support project close-out and final client acceptance.

Required Skills & Qualifications

• Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Control & Instrumentation Engineering, or a related discipline.
• 6-8 years of experience in Testing & Commissioning within MEP, Data Center, Industrial, or mission-critical infrastructure projects.
• Minimum 3 years in a supervisory or managerial role.
• Experience leading integrated commissioning of critical infrastructure projects is highly preferred.
• Strong knowledge of electrical power distribution, mechanical systems (HVAC, chilled water, fire protection), UPS, diesel generators, BMS/EMS, ELV, and SCADA & control systems.
• Strong understanding of FAT/SAT procedures, IST, FPT, commissioning standards, and project handover procedures.
• Strong troubleshooting and root cause analysis skills, with solid knowledge of HSE compliance and LOTO procedures.
• Proficiency in Microsoft Project and MS Office. AutoCAD and commissioning management software are preferred.
