The Merah Putih Initiative (TMPI) is an independent and non-government institution, formed out of a deep commitment to addressing Indonesia’s evolving policy environment. Our mission is to set a new benchmark on how the country’s policy priorities are designed, executed, and improved.
As national policy priorities expanded in scale and ambition, many lacked clear public articulation and faced challenges in grassroots execution, resulting in suboptimal impact despite their long-term importance. TMPI exists to help close these gaps and strengthen how policy intent translates into credible development outcomes in Indonesia.
The Opportunity
We are seeking a Policy Analyst to provide cross-pillar support across Policy Labs, District Labs, and Impact Investment Labs. This is a rare opportunity to help strengthen the economic analysis and evidence-based sectoral research behind TMPI’s public policy and impact investment related work.
Working closely across pillars, you will be exposed to the depth and breadth of Indonesia’s policy priorities landscape, while developing analytical frameworks and preparing the data insights needed to support strategic decision-making, programme development, and partnership materials.
This role is ideal for an economics-trained professional who is analytical, an excellent writer and communicator, comfortable translating data into clear insights, and passionate about how policy, evidence, and strategic collaboration can work together to address Indonesia’s most pressing development challenges.
Key Responsibilities
Policy & Economic Analysis
- Conduct economic and policy analysis on sectors aligned with TMPI’s impact areas, including regulatory frameworks, fiscal incentives, and government programs affecting investment.
- Monitor national development priorities, policy changes, and macroeconomic trends, and assess their implications for TMPI’s impact areas.
- Build and maintain datasets, economic indicators, and sectoral benchmarks to support evidence-based decision making.
Investment Research & Impact Assessment
- Support the preparation of project screening and investment memos through sectoral research, market sizing, and policy & regulatory risk assessment.
- Help develop impact theses, theories of change, and impact measurement frameworks to assess opportunities against TMPI’s impact criteria.
- Support due diligence coordination by gathering, verifying, and organizing the data and documentation required for Investment Committee (IC) review.
Knowledge Products & Stakeholder Support
- Help produce policy briefs and analytical summaries that clearly articulate the policy and economic case behind TMPI’s impact areas.
- Provide data, insights, and analysis for investment decks, one-pagers, and fundraising materials tailored to institutional donors, family offices, DFIs, and strategic partners.
Assist in preparing for meetings with government institutions, development partners, investors, and investees with briefing materials and follow-up notes.
Experience & Qualifications
Professional Experience
- Minimum 1–3 years of experience in economic research, policy analysis, development finance, impact investing, consulting, think tanks, or a related field.
- Demonstrated experience conducting research and translating economic and policy analysis into clear, well-structured written outputs.
- Comfortable working directly with leadership roles and external stakeholders, with sound judgment and professional discretion.
- Highly organized, with the ability to manage multiple deliverables in a fast-moving, early-stage environment.
- Genuine interest in public policy and impact investing as well as global national development finance landscape.
Technical Expertise
- Bachelor’s degree in Economics, Management and/or Finance, Development Economics, Public Policy, or a related field; a Master’s degree is a plus.
- Strong quantitative (and qualitative) analytical skills, including working with economic data and policy documents.
- Familiarity with impact investing concepts and impact measurement frameworks (e.g., SDGs, IRIS+, Theory of Change) is a strong advantage.
- Ability to synthesize complex information and translate research findings into practical and actionable recommendations.
- Excellent report writing and communication skills in both Bahasa Indonesia and English.
- Strong proficiency in Excel, PowerPoint, and Google Workspace; experience with Stata, R, or Python is a plus.
