Job summary

NEPTUNE OFFSHORE ENGINEERING DEVELOPMENT CO., LTD. in Jakarta seeks a seasoned Permitting and External Relations Lead to manage the entire permit lifecycle, ensure correct applicant entities and vessel flags, and coordinate with Indonesian partners, customs brokers and port authorities.

You will establish matrices for client, consortium and subcontractor duties, integrate approvals across marine, environmental, health and QA/QC domains, and track conformity and renewals with project controls.

Qualifications

• Eight+ years in Indonesian oil and gas permitting and external relations.
• Experience as Manager or lead interface for at least 3 years.
• Experience coordinating permits, ports/maritime, customs, and foreign personnel administration.
• Ability to verify licences and service-provider outputs.
• Strong negotiation and escalation under pressure.
• Proficient Indonesian for government engagement; English for client meetings.

Responsibilities

• Lead permit lifecycle and external relations to ensure readiness for applicant entity and vessel flag.
• Coordinate Indonesian partners, compliance advisers, ship agents, customs brokers and local interfaces.
• Establish applicability and responsibility matrices for client, consortium, vessel-owner and subcontractor duties.
• Track submission, clarification, approval, renewal and closure with Project Controls.
• Coordinate NIB, KBLI, and certificate verifications; review qualifications of diving, survey and specialists.
• Manage relationships with government, port offices, communities and local partners; record issues and actions.
• Resolve access blockages and escalations; observe anti-bribery requirements and maintain records.
