Princeton Digital Group (PDG) is seeking a Permits & Licensing Manager for Indonesia. You will own and coordinate licenses, permits and regulatory obligations across current and future data center sites, interfacing with operations, engineering, legal and external advisers.

You will manage government engagement, ensure timely approvals, and drive readiness throughout the project lifecycle while promoting disciplined processes and compliance in a fast-growing environment.

Qualifications

  • Minimum 7+ years in permitting, licensing, government affairs or authority liaison in Indonesia.
  • Exposure to industrial estates, data centers, infrastructure, utilities or property development.
  • Familiar with OSS-RBA and Indonesian permitting requirements; English and Bahasa Indonesia proficiency.

Responsibilities

  • Maintain Indonesia-wide licenses, permits, approvals, certifications and renewal dates.
  • Drive permitting readiness across all lifecycle stages: development to renewal.
  • Coordinate submissions, renewals, amendments and government reporting with cross-functional teams.
  • Act as primary liaison with authorities, estates, utilities, auditors and consultants.
  • Translate evolving regulatory requirements into actions, owners and timelines.
  • Support due diligence and permitting for new sites, acquisitions and expansions.
  • Maintain dashboards and escalate material risks to management.
  • Develop scalable processes and controls for rapid growth.
  • Ensure integrity and compliant interactions with government and third parties.
  • Coordinate sustainability-related reporting with relevant teams.
  • Leverage internal knowledge while external consultants support, not replace ownership.

Permits & Licensing Manager – Data Center / Infrastructure
Role purpose

Own and coordinate licensing, permitting, authority engagement and ongoing obligations readiness across PDG Indonesia’s current and future data centre sites and entities. The role provides clear internal accountability across the full lifecycle — from development and construction through commissioning, operations, expansion and renewal — while working closely with internal teams and external advisers to ensure timely approvals, practical solutions and disciplined follow-through.

Job Responsibilities:
  • Own the Indonesia-wide register of licenses, permits, approvals, certifications, conditions, renewal dates and recurring reporting obligations.
  • Drive permitting readiness across the full site lifecycle, including development, construction, commissioning, energization, operations, upgrades and expansion.
  • Coordinate submissions, renewals, amendments, inspections and government reporting with Operations, Projects, Engineering, HSE, Legal, Finance and other relevant teams.
  • Act as the central liaison with government authorities, industrial-estate management, utilities, auditors and external consultants, ensuring issues are followed through to closure.
  • Monitor evolving requirements affecting data centers, including licensing, power, water, environmental, sustainability, cybersecurity, critical infrastructure and operational resilience, and translate them into clear actions, owners and timelines.
  • Support due diligence and permitting strategy for new sites, acquisitions, expansions and major infrastructure projects, including land, utilities and industrial-estate requirements.
  • Maintain site-level approvals and obligations dashboards, **escalate** material risks early and provide concise updates to management.
  • Build scalable processes, document controls and operating rhythms that support PDG Indonesia’s rapid growth.
  • Promote integrity and disciplined ways of working in dealings with government authorities, industrial estates, utilities, consultants and other third parties, including appropriate escalation of potential conflicts, improper requests or other concerns.
  • Coordinate sustainability-related requirements and reporting where relevant, working with Sustainability, Engineering, Operations, HSE and other stakeholders.
  • Maintain internal knowledge and ensure external consultants provide specialist support without replacing PDG’s ownership and oversight.
  • Undertake other related responsibilities as assigned, in line with business needs and the scope of the role.
Qualities You Should Have:
  • 7+ years of relevant experience in permitting, licensing, government affairs, public policy, obligations management or authority liaison in Indonesia.
  • Practical exposure to industrial estates, data centers, infrastructure, utilities, manufacturing, property development or other complex operating environments.
  • Strong working knowledge of OSS-RBA and Indonesian permitting processes; familiarity with environmental, building, utilities, operational and sector-specific requirements is preferred.
  • Able to engage confidently with authorities, advisers and senior internal stakeholders, while managing multiple workstreams and driving actions to completion.
  • Commercially practical, highly organized and comfortable operating in a fast-growing, evolving business where structure is still being built.
  • Bachelor’s degree in law, engineering, environmental/HSE, business, public administration or another relevant discipline; strong written and spoken Bahasa Indonesia and English.
