Qualifications

About the role

We are seeking an experienced Manager – Government & SOE to join PT Sibima Berkarya Mandiri in a full-time capacity, based in South Jakarta. This is a strategic leadership position designed to drive our business development and architectural initiatives within the government and state-owned enterprise (SOE) sectors. You will be responsible for identifying, cultivating, and managing key relationships with government agencies and SOEs, whilst ensuring our technology solutions and architectural services align with their specific needs and regulatory requirements. This role is pivotal in establishing PT Sibima Berkarya Mandiri as a trusted partner in the public sector technology landscape.

Key responsibilities

• Develop and execute comprehensive business strategies targeting government and SOE clients to drive revenue growth and market expansion
• Build and maintain strong relationships with key decision-makers, procurement officers, and technology stakeholders within government agencies and state-owned enterprises
• Lead the identification of business opportunities and tender responses, ensuring alignment with our technology architecture and service offerings
• Manage the complete sales cycle from opportunity identification through contract negotiation and project delivery
• Collaborate with solution architects and technical teams to ensure proposed solutions meet client requirements and comply with government technology standards and regulations
• Develop and present compelling business proposals and technical presentations to government and SOE executives
• Monitor market trends, competitive landscape, and regulatory changes affecting the government and SOE sectors
• Coordinate with internal teams to ensure successful project delivery and client satisfaction for government and SOE contracts
• Report on business development metrics, pipeline status, and revenue forecasts to senior management

What we're looking for

• Proven experience in business development or sales management within the government and SOE sectors, preferably in technology or IT services
• Demonstrated success in managing complex, multi-stakeholder sales cycles and securing large-value contracts
• Strong understanding of government procurement processes, compliance requirements, and SOE operational structures
• Excellent relationship management and networking skills with the ability to build trust with senior government and corporate executives
• Sound knowledge of information and communication technology solutions, architecture principles, and digital transformation initiatives
• Experience in developing business strategies and achieving revenue targets in a competitive market environment
• Strong negotiation and contract management capabilities
• Excellent communication and presentation skills in both Indonesian and English
• Bachelor's degree in Business, Management, Technology, or a related field
• Preferred: Previous experience with government technology infrastructure projects or regulatory compliance frameworks in Indonesia
