Job summary

Markov Construction in Bali seeks an experienced Construction HSE Manager to establish, implement, and enforce professional health, safety and environmental standards across active projects. You will maintain a strong site presence, identify risks, and stop unsafe work when needed to protect personnel and project integrity.

The role reports to senior management and requires effective leadership across site teams, subcontractors, and suppliers.

Qualifications

  • Minimum 5 years of construction HSE experience.
  • Minimum 3 years in a Senior HSE Supervisor, Project HSE Lead, or similar role.
  • Proven ability to enforce safety requirements on large builds with multiple subcontractors.
  • Strong reporting and documentation skills in Indonesian and English.

About the Company

Markov Construction is a Bali-based construction company specialising in large-scale building projects.

We are looking for an experienced Construction HSE Manager to establish, implement and enforce professional health, safety and environmental standards across our active projects.

The position reports to the Operations Director and Directors and works closely with Project Managers, Site Managers, QA/QC personnel, engineers, supervisors, mandor, subcontractors, suppliers and local workforces.

This is not a purely administrative position. The successful candidate must maintain a strong site presence, identify risks before work begins and stop unsafe work regardless of programme pressure or seniority.

Key Responsibilities
Company-Wide HSE Management

Develop, implement and continuously improve company HSE policies, procedures, forms and site rules.

Prepare project-specific HSE plans based on each project’s activities and risk level.

Establish clear HSE responsibilities for employees, project management, subcontractors, mandor and workers.

Coordinate and monitor Site HSE Officers or Safety Supervisors where appointed.

Ensure HSE requirements are implemented consistently across all projects.

Support the establishment and administration of P2K3 and other required safety arrangements.

Report serious or unresolved HSE failures directly to the Operations Director and Directors.

Risk Assessment and High-Risk Work

Prepare and maintain HIRADC and other required risk assessments.

Review JSA, JHA, safe work methods and construction methodologies.

Establish and control permit-to-work systems for high-risk activities.

Confirm that competent personnel, supervision, equipment, PPE and emergency arrangements are available before work begins.

Inspect high-risk activities and prevent work from starting where required controls are missing.

Update risk controls when activities, access arrangements or site conditions change.

The role must control safety requirements for:

Work at height, fall protection, scaffolding and working platforms.

Excavation and temporary support.

Formwork, back-propping, reinforcement and concrete pours.

Cranes, lifting operations and heavy equipment.

Temporary electrical installations and power tools.

Hot work, welding, cutting and fire prevention.

Confined spaces, demolition and hazardous materials.

Vehicle, delivery and pedestrian movement.

Emergency access and evacuation arrangements.

Site Inspections and Enforcement

Establish daily site-inspection requirements for Site HSE Officers and responsible project personnel.

Conduct regular management-level inspections, unannounced audits and targeted inspections before critical activities.

Enforce PPE, safe access, edge protection, barricades, signage, lighting, housekeeping and exclusion zones.

Inspect scaffolding, lifting equipment, temporary electrical systems, construction equipment and work areas.

Remove unsafe, damaged or uncertified tools and equipment from service.

Control dust, noise, waste, spills and other environmental or occupational-health risks.

Stop unsafe work immediately where there is a risk of injury or serious non-compliance.

Require corrective actions and reinspection before affected work resumes.

Prevent untrained or unauthorised personnel from performing high-risk work.

Issue formal warnings and recommend disciplinary action or removal from site for repeated or deliberate violations.

Programme pressure, seniority or convenience will not be accepted as reasons for unsafe work.

Training and Workforce Discipline

Establish safety-induction requirements for employees, workers, subcontractors and visitors.

Establish the daily toolbox-talk programme and verify that talks are properly conducted by responsible site personnel.

Personally lead training and toolbox talks for critical activities, recurring violations and major safety campaigns.

Communicate requirements clearly in Bahasa Indonesia using demonstrations and practical examples where necessary.

Confirm that workers understand the required safe work method rather than simply collecting signatures.

Work with Site Managers, supervisors and mandor to maintain workforce discipline.

Maintain records of inductions, training, competency, warnings and repeated violations.

Inspections, Reporting and Corrective Actions

Issue clear inspection reports supported by photographs and evidence.

Record each hazard, location, risk level, required correction, responsible person and completion deadline.

Maintain a central register of open, overdue and completed corrective actions.

Verify completed corrective actions before formally closing them.

Prepare concise weekly and monthly HSE reports for management.

Track inspections, training, permits, near misses, incidents, recurring violations and overdue actions.

Identify trends and recommend improvements to procedures, supervision or training.

Maintain organised HSE plans, risk assessments, permits, training records, equipment registers and inspection records.

Prepare projects for internal, client, consultant and government inspections.

Monitor the validity of required worker, operator and equipment certifications.

Incident and Emergency Management

Ensure all accidents, injuries, incidents, unsafe events and near misses are reported immediately.

Secure incident areas and take immediate action to prevent further injury.

Conduct investigations and root-cause analysis.

Collect statements, photographs and other relevant evidence.

Prepare incident reports and monitor corrective actions until closure.

Share relevant lessons with other project teams.

Escalate and report serious incidents through the required company and regulatory channels.

Establish first-aid, medical-transfer, evacuation, fire and emergency-response arrangements for each project.

Ensure sufficient trained P3K personnel, first-aid equipment, emergency contacts and hospital-transfer procedures are available.

Organise emergency and evacuation drills.

The HSE Manager coordinates the first-aid system but must not be the only trained first aider available on site.

Authority and Coordination

The Construction HSE Manager has authority to:

Stop unsafe work.

Refuse site access where mandatory requirements are not met.

Remove unsafe tools or equipment from service.

Prevent unqualified personnel from performing high-risk activities.

Require additional protection, training, supervision or reinspection.

Issue HSE warnings.

Recommend disciplinary action or removal from site.

Escalate unresolved violations directly to the Operations Director and Directors.

This authority must be exercised professionally, consistently and without favouritism.

Requirements

Minimum 5 years of construction HSE experience.

Minimum 3 years in a Senior HSE Supervisor, Project HSE Lead, HSE Manager or comparable leadership position.

Proven HSE experience on large-scale building projects involving major structural works and multiple subcontractors.

Experience managing safety for large local workforces.

Minimum Diploma III in Occupational Health and Safety, Civil Engineering, Construction Management, Environmental Engineering or a related discipline.

Valid Ahli K3 Umum certification and supporting documentation, as applicable.

Valid workplace first-aid or P3K certification.

Strong knowledge of Indonesian K3, SMK3, SMKK and applicable construction-safety requirements.

Strong practical knowledge of HIRADC, JSA, safe work methods and permit-to-work systems.

Demonstrated experience controlling major high-risk construction activities.

Strong incident-investigation, root-cause-analysis and corrective-action management ability.

Proven ability to enforce safety requirements with workers, mandor, subcontractors and management.

Strong leadership, communication and conflict-management skills.

Strong written reporting and photographic-documentation skills.

Working English sufficient for reports, meetings and communication with international management.

Good Microsoft Office, Google Workspace and digital reporting skills.

Willingness to work regularly on site and travel between projects in Bali.

Ability to provide relevant project evidence and professional references.

Candidates without valid AK3 Umum and workplace P3K certification will not be considered suitable for this position.

Preference will be given to candidates who have:

Experience on hotels, resorts, villa complexes, apartments or commercial developments.

Experience managing HSE for 100 or more workers.

Experience managing HSE across several active projects.

Experience establishing an HSE department or complete safety system for a growing contractor.

Experience supervising Site HSE Officers or Safety Supervisors.

Experience with P2K3, SMK3, SMKK or ISO 45001 systems.

Emergency-response, fire-safety, working-at-height or advanced first-aid certification.

Experience using Monday.com or another digital inspection and reporting system.

THR in accordance with applicable Indonesian regulations.

12 days of paid annual leave, with entitlement commencing after 12 months of continuous employment.
