Job summary

China CITIC Bank International is seeking a Vice President for Production Management & Control to enforce safety production controls, manage IT incidents, and lead IT process governance in a banking environment.

You will coordinate across application and infrastructure teams, drive emergency readiness, and ensure production stability with 24/7 on-call readiness when needed.

Qualifications

• Information Technology, Computer Science, or Business related degree.
• 12+ years’ experience in IT domains including IT Operations & Service Management, especially Incident & Problem Management.
• Strong experience formulating IT processes and procedures.
• Experience with incident management for application and infrastructure services in Banking/Finance.
• Knowledge of IT operations, IT Service Management, Quality Assurance, Incident and Problem management.
• Excellent written and verbal communication with ability to tailor technical issues for business users.
• Strong collaboration and networking skills.
• Organizational multitasking skills for handling major outages.
• CTFL certificate is an advantage.
• Banking Service Management/Operations experience is a plus.

Job description

Vice President, Production Management & Control

Strictly implement safety production control and scheduling requirements, establish a stable and mature mechanism to ensure the long-term and orderly development of all aspects of safety production.

Responsible for the construction, updating, and revision of relevant policy, standards, and procedure within the scope of responsibilities.

Daily production incident management. For major or representative production incidents, organize the preparation of special analysis reports, analyze the root causes, learn from the experience, and prevent recurrence. Track the timely completion of corrective and mitigation measures, handle major or representative production incidents according to the bank's time requirements and SLAs, and elevate them in a timely manner, which may require 24*7 on-call support.

For production incidents involving business operations, promptly organize communication with relevant BU/SU to gain understanding from colleagues, and develop solutions to control the impact from both technical and business perspectives.

Quickly assess the technical complexity, priority, and impact of service interruptions that may affect business and operations (e.g., customers, regulators, finance).

Daily production problem and failure management. Organize the continuous management of existing production hidden dangers and unresolved issues. Analyze IT problem trends and develop strategies and plans to prevent the recurrence of IT incidents.

Responsible for organizing the application/infrastructure team to generate production incident reports and providing basic data as needed by relevant departments.

Organize daily emergency response for production, be responsible for the quality control and review management of ITCP emergency plans, and conduct regular emergency drills. Strengthen the review and continuous improvement of emergency processes, and organize acceptance inspections of emergency plans as required.

Coordinate the management and quality management of non-functional testing and acceptance processes related to emergencies plan. This includes emergency plan review, acceptance after testing, and pre-production inspection and audit.

Organize and propose optimization suggestions for R&D processes from a production and operations perspective, and promote their implementation.

Organize the application development department and infrastructure department to compile, maintain, and regularly update key Operation and Maintenance Assets related to their responsibilities.

Assist in evaluating the performance and execution of safe production by application departments, the data office, and infrastructure departments, and collect basic data for KPI assessment.

Manage the lifecycle of all issues related to IT incidents.

Responsible for preparing meeting materials and reports related to safe production within the scope of responsibilities.

Responsible for organizing various special governance initiatives within the scope of responsibilities to ensure production stability.

Responsible for various compliance, auditing, and reporting tasks to the parent bank within the scope of responsibilities.

Other tasks assigned by management.

Requirements:

Information Technology, Computer Science, or Business related degree.

12+ years’ experience in IT domains which could encompass IT Operations & Service Management, especially in Incident & Problem Management.

Good experience in formulating IT processes and procedures.

Experience with incident management for application and infrastructure services in Banking / Finance sector.

Strong knowledge in Technology domains such as IT operations, IT Service Management, Quality Assurance Management, Incident Management and Problem management.

Excellent written and verbal communication skills with the ability to effectively tailor communication of technical issues to business users.

Strong collaboration skills and willing to develop a strong network

Good organization and multitasking skills with the ability to keep up the pace during major outage.

Thorough knowledge in Tech Risk Management, ITIL, COBIT would be advantage

Banking Service Management/ Operations experience is a definite advantage.

Operational Risk Management experience is a definite advantage

Certified Tester ISTQB Foundation Level (CTFL) is an advantage.
