The Systems & Network Operations Department is a key function within HKEX's Information Technology Division, responsible for ensuring the stability, resilience, and continuous evolution of the technology infrastructure that supports Hong Kong's financial markets. The department plays a critical role in managing and operating the infrastructure platforms underpinning HKEX's trading, clearing, settlement systems. The department is now hiring a Technical Project Manager, whose job duties and requirements are described below.
An experienced Technical Project Manager is required to manage infrastructure projects within the IT Division. The successful candidate will primarily lead network and infrastructure-related projects of various sizes and complexities. The incumbent will work closely with engineering teams, architects, application teams, business users, vendors, and manufacturers to deliver projects whilst managing technical dependencies, resource constraints, risks, and stakeholder expectations.
Develop and maintain comprehensive project plans, including project scope, deliverables, milestones, technical dependencies, resource allocation, budgets, and implementation schedules.
Lead cross-functional project teams in executing project plans, monitor progress, identify risks and issues, and implement effective mitigation and resolution measures.
Understand infrastructure architectures and solution designs, identify technical dependencies across systems and projects, and ensure coordinated planning and execution activities.
Plan and optimize project schedules based on technical dependencies, resource availability, maintenance windows, vendor deliverables, and operational constraints.
Coordinate and manage shared resources across concurrent projects, including engineering teams, testing environments, infrastructure platforms, and external vendors.
Build and maintain strong relationships with stakeholders through effective communication, governance, collaboration, and quality management practices.
Conduct regular project reviews and provide timely reporting on project status, milestones, risks, dependencies, resource constraints, financials, and delivery progress to project sponsors and governance committees.
Develop and promote project management standards, frameworks, processes, templates, and supporting tools to improve consistency and delivery effectiveness across infrastructure projects.
University degree in Information Technology, Computer Science, Engineering, or a related discipline.
Minimum 8 years' experience in project management, infrastructure transformation, or technology delivery within financial institutions or large-scale technology organizations.
Strong knowledge of infrastructure technologies, particularly enterprise networking, with proven experience managing large-scale network or infrastructure projects.
Demonstrated ability to understand technical architectures, solution designs, system integrations, and cross-system dependencies, and effectively coordinate delivery activities across multiple teams.
Strong planning and scheduling skills, with experience managing project activities based on technical dependencies, resource availability, implementation windows, and operational requirements.
Experience managing competing priorities and resolving technical, resource, and scheduling conflicts across multiple concurrent projects.
Familiarity with structured project management methodologies and tools, such as PMP, PRINCE2, Microsoft Project, Jira, Confluence, or equivalent platforms.
Strong analytical, communication, stakeholder management, and leadership skills, with the ability to influence technical and non-technical stakeholders and build effective working relationships.
