Job summary

上海市城市建設設計研究總院（集團）有限公司 seeks a senior technical authority to lead governance, quality and risk management in Hong Kong. You will steer tender strategy, design coordination and complex civil projects, while representing the company to clients and authorities.

You will mentor the HK team, ensure adherence to local standards, and drive business development across HK and Macau in a fast-paced environment.

Qualifications

• Master’s degree or above in Civil Engineering and Chartered Engineer status.
• 15+ years with leading international engineering consultancies in senior technical roles.
• Proven track record leading complex tenders and major infrastructure projects in HK or comparable markets.
• Extensive knowledge of local standards, government approvals, design & construction practices, tendering.
• Strong business development with an established HK network among clients and authorities.
• Fluent in Chinese and English; Cantonese essential; Mandarin preferred.
• Executive-level decision-making and ability to deliver under pressure.

Job description

Serve as the Company’s senior technical authority in Hong Kong, providing strategic technical leadership and overall accountability for technical governance, engineering quality and technical risk management, including final technical assurance of major external submissions and deliverables.

Lead the technical strategy for major contractor tenders, including bid development, technical solutioning, design coordination, risk assessment and senior-level bid reviews.

Provide expert direction on complex civil and infrastructure matters, including design, construction methodology, programme interfaces and project-delivery risks.

Represent the Company in senior technical engagements with clients, government authorities, consultants, contractors, joint-venture partners and other key stakeholders.

Lead, mentor and develop the Hong Kong technical team, ensuring consistent application of local standards, professional best practice and sound engineering judgement.

Support strategic business development activities across Hong Kong and Macau, including the pursuit of external consultancy and engineering opportunities.

Requirements

Master’s degree or above in Civil Engineering or a related discipline, and Chartered Engineer status in Civil Engineering.

A minimum of 15 years’ experience with leading international engineering consultancies, including senior technical leadership and management experience on major civil and infrastructure projects.

Proven track record in leading complex, high-value tender submissions and/or delivering major infrastructure projects in Hong Kong or comparable international markets, including technical assurance, multidisciplinary design coordination, technical risk management and executive-level decision-making.

Extensive knowledge of local engineering standards, statutory requirements, government approval processes, design and construction practices, and contractor tendering processes.

Strong business-development capability, with an established network among clients, consultants, contractors, government authorities or other industry stakeholders in Hong Kong. A demonstrated record of winning work, leading major bids or securing consultancy and engineering assignments will be highly advantageous.

Fluent in spoken and written Chinese and English. Fluency in Cantonese is essential; proficiency in Mandarin is preferred.

Strong executive presence, commercial judgement, leadership and stakeholder-management skills; able to work independently and deliver under pressure within demanding tender and project deadlines.

Proficient in common office software for executive reporting, technical documentation and project record management.

May be required to undertake occasional business travel and work overtime when required by project and tender schedules.
