Job summary

The Office of the Commissioner of Critical Infrastructure (Computer-system Security) invites applications for a System Analyst position. Responsibilities include reviewing security management plans, risk assessments, and audits, and liaising with stakeholders on compliance and policy development.

Successful candidates will be offered a 12-month non-civil service contract with potential renewal, 12 days paid annual leave, and an end-of-contract gratuity based on performance.

Qualifications

  • Bachelor’s or higher degree in CS/IS/IT/Electronic Eng or related discipline from a Hong Kong university or equivalent.
  • Language proficiency: Level 2+ in Chinese and English per HKDSEE/HKCEE or equivalent.
  • At least 5 years of full-time hands-on information security work experience (risk assessment, audits, incident response, governance).
  • Relevant professional qualifications: CISP, CISA, CISM, CISSP, etc.
  • Knowledge of IT security frameworks; OT or AI experience is advantageous.
  • Strong written and spoken English and Chinese communication skills.

Responsibilities

  • Review computer-system security management plans, risk assessment reports, and audit reports.
  • Review compliance status of stakeholders and conduct follow-up interviews and enquiries.
  • Analyze and document criteria for designating critical infrastructure operators and systems.
  • Research, develop and review security policies and guidelines referencing standards and best practices.
  • Liaise with industry stakeholders on compliance matters and promotional events.
  • Perform administrative tasks and other duties as assigned by the supervisor.

Job Title:

Entry Requirements:
  • (a) a Bachelor’s or post-graduate degree in Computer Science, Information System, Information Technology, Electronic Engineering or a related discipline from a university in Hong Kong, or equivalent;
  • (b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (1)];
  • (c) at least 5 years of full-time hands-on work experience in the field of information security, e.g. performing IT security risk assessment, IT security audit, IT security incident response, IT security risk management and IT security compliance;
  • (d) relevant professional qualification(s) such as Certified Information Security Professional (CISP), Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP);
  • (e) sound knowledge in IT security frameworks. Knowledge and experience in operational technology (OT) or artificial intelligence (AI) will be an advantage; and
  • (f) strong communication skills with good command of both written and spoken English and Chinese.

Note: (1) : “Grade E” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 2” respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.

Duties:
  • (a) review computer-system security management plans, computer-system security risk assessment reports and computer-system security audit reports;
  • (b) review computer-system security compliance status of stakeholders and conduct necessary follow-up interviews and enquiries;
  • (c) perform analysis and documentation in designating critical infrastructure operators and critical computer systems;
  • (d) research into, develop and review computer-system security policies and guidelines referencing the latest national and international standard and industry best practices;
  • (e) liaise with industry stakeholders in computer-system security compliance related matters and promotional events on computer-system security; and
  • (f) perform administrative tasks and any other duties assigned by the supervisor.

Note: “Computer-system” includes both information technology (IT) and operational technology (OT).

Terms of Appointment:

Successful candidates will be appointed on non-civil service contract terms for 12 months. Renewal of contract will be subject to the service need and the performance of candidates.

Fringe Benefits:
  • (a) Candidates appointed are eligible for 12 days paid annual leave. The eligibility for rest days, statutory holidays (or substituted holidays), maternity / paternity leave and sickness allowance, where appropriate, is in line with those provided for under the Employment Ordinance.
  • (b) An end-of-contract gratuity may be granted to the appointee upon satisfactory completion of the contract with a consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
General Notes:
  • (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment.

  • (f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview without being subject to further shortlisting.
