Job summary

Chain IQ in Hong Kong is seeking a Consultant in Cross-Categories Sourcing to deliver value-added sourcing services across IT, professional services, facilities and logistics. You will work closely with category managers and stakeholders to execute end-to-end sourcing initiatives that align with CIQ standards and client expectations.

The role requires a minimum of 5+ years in strategic sourcing, fluency in English and Simplified Chinese, and strong Cantonese.

Qualifications

• University degree (ideally in economics or Supply Management and/or Legal) or industry experience equivalent.
• A minimum of 5+ years’ experience and demonstrable success in strategic sourcing ideally gained in an international environment.
• Additional certification as Sourcing/Procurement professional, e.g. CIPS Certificate, Registered Purchasing Manager (CPC), etc.
• Strong oral and written English and Simplified Chinese (mandatory).
• Strong Cantonese skills and understanding of local market preferred as role supports Hong Kong.
• Excellent communication and interpersonal skills to influence decisions and resolve conflicts; ability to work in cross-functional teams and manage projects.
• Proficient in negotiations and contract knowledge with ability to review contracts in Simplified Chinese and English; experience in IT and Packaging procurement preferred.

Responsibilities

• Relationship Management: collaborate with client stakeholders and colleagues across regions to deliver goals.
• Develop client stakeholder matrix per category/location and maintain engagement.
• Ensure supplier relationship management for assigned suppliers.
• Act as key contact for China locations on allocated categories and sourcing initiatives.
• Perform spend and contract analysis to identify savings opportunities.
• Define and implement commodity strategies and sourcing area plans for China locations.
• Represent regional/local interests to Global sourcing categories.
• Lead and execute sourcing projects end-to-end with defined timelines and savings targets.
• Drive adoption of procure-to-pay through sourcing initiatives and contract management.
• Adhere to sourcing policies and maintain high ethics in engagements.
• Provide sourcing subject matter expertise to support client engagements and pitches.

Role Purpose:

The primary purpose of this role to deliver value-add sourcing services to clients in a structured, professional and consistent manner. We are currently seeking a consultant to join the Cross-Category Team. The Consultant needs to be a dynamic, highly client-focused individual with proven experience within IT, professional services, facilities, logistics etc.As a tactical Sourcer, you will be responsible for executing sourcing activities across multiple categories, supporting both regional and global procurement initiatives. You will work closely with category managers, stakeholders, and suppliers to ensure timely and cost-effective sourcing outcomes aligned with CIQ’s standards and client expectations.

Key Responsibilities:

• Relationship Management: Proactively foster effective collaboration and ensure strong communication with key client stakeholders and colleagues in and across the region(s) to deliver defined business goals.
• Develop key client stakeholder matrix per category/location, maintaining regular engagement and driving high levels of client engagement and satisfaction.
• Ensure appropriate supplier relationship management for assigned suppliers.
• Act as key contact person for China locations on allocated categories and sourcing initiatives.

Sourcing Planning:

• Perform spend and contract analysis to identify sourcing and cost reduction opportunities.
• Working with clients and colleagues, define and implement commodity strategies and sourcing area plans for China locations, whilst ensuring appropriate alignment to global and regional strategies.
• Ensure representation of regional/local interests and requirement of APAC clients to Global sourcing categories.

Management of Sourcing Initiatives:

• Lead and execute sourcing projects from end-to-end in line with agreed timelines and service quality.
• Deliver allocated savings target as assigned to categories and locations though the effective management of sourcing initiatives, with proper tracking and reporting of savings achievements.
• In collaboration with procurement operations, drive adoption of procure-to-pay “P2P” through sourcing initiatives and ongoing contract management.
• Adhere to defined sourcing policies and processes.
• Ensure a high-level of ethics in supplier and / or client engagements.

Sourcing Support:

• Provide sourcing subject matter expertise and be involved to support client engagements and / or pitches.
• Provide sourcing planning and execution of projects across a dynamic, multi-client environment.

Requirements:

• University degree (ideally in economics or Supply Management and/or Legal) or industry experience equivalent.
• A minimum of 5+ years’ experience and demonstrable success in strategic sourcing ideally gained in an international environment.
• Additional certification as Sourcing/Procurement professional, e.g. CIPS Certificate, Registered Purchasing Manager (CPC), etc.
• Strong oral and written English and Simplified Chinese (mandatory).
• Strong verbal and written Cantonese skills and a good understanding of the local market is hightly preferred as this role supports the Hong Kong market.
• Excellent communication (written, verbal) and interpersonal skills to positively influence people to make the appropriate decisions for the client(s) and resolve conflicts effectively.Ability to work as part of a cross functional team, strong project management experience.
• Highly competent in negotiations and contract knowledge with a strong ability to converse, negotiate with suppliers / clients and review contracts in Simplified Chinese and English.Proficient in conducting tenders/managing RFPs (request for information/proposal/quotation).Experience in IT procurement and Packaging procurement are preferred.
