Civil Service Bureau in Hong Kong seeks an experienced publicity and marketing professional to plan and execute large-scale campaigns, coordinate with government departments, and manage media relations. The role requires strong English and Chinese skills, deep knowledge of marketing strategies, and the ability to lead projects with tight deadlines.
You will oversee a range of publicity materials and supervise junior staff, ensuring alignment with branding guidelines and strategic goals.
(1) have a Hong Kong bachelor’s degree or equivalent, preferably in communications, marketing or related fields;
(2) have at least ten years of relevant work experience [Note 1] in marketing and publicity, public relations, event management or related fields, including solid experience assisting in the formulation and implementation of marketing strategies and policies; experience of working in the government or public bodies would be an advantage;
(3) have hands-on experience in event production, procurement and collaboration with third-party service providers, alongside a proven ability to execute strategic marketing plans;
(4) have excellent command of written and spoken English and Chinese; those who met the language proficiency requirements of Level 2 results in the two language papers (Use of Chinese (UC) and Use of English (UE)) in the Common Recruitment Examination (CRE), or equivalent [Note 2], would have an advantage;
(5) have excellent interpersonal and communication skills;
(6) have good analytical and project management skills, with a strong capacity for policy implementation and a proven ability to network effectively and build rapport with media professionals;
(7) have proven records in evaluating campaign’s effectiveness, contributing to strategic planning; and be conversant with latest trends and marketing best practices; and
(8) be prepared to work outside normal office hours and meet tight deadlines.
Note 1:
(a) Relevant work experience refers to full-time work experience. Work experience of part-time job, internship, freelance or voluntary work will NOT be considered.
(b) The number of relevant work experience shall be counted in aggregate years during the past fifteen years immediately before the application closing date.
(c) Applicants with the relevant work experience should clearly indicate in detail the “Position Held” and the “Nature of Work” under “Employment Record” of the on-line application (G.F. 340) by using the G.F. 340 On-line Application System at the Civil Service Bureau’s website (http://www.csb.gov.hk).
Note 2:
(a) The results of the UC and UE papers of the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest. Level 2 and Level 1 results of the two language papers obtained from December 2006 onwards are of permanent validity.
(b) Level 5 or above in Chinese Language of Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE.
(c) Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE or English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE.
(d) Candidates with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE Paper of the CRE. The IELTS test result must be valid on any date during the application period.
(1) planning and executing publicity strategies and large-scale campaigns;
(2) liaising and working with government bureaux/departments and external parties/partners (public organisations, media agencies, event organisers, contractors etc.) to ensure smooth delivery of publicity projects and ensuring execution aligns with established marketing strategies;
(3) building and maintaining day-to-day rapport with media representatives to foster positive media relations and smooth event coverage;
(4) managing and producing multi-format publicity materials, including but not limiting to videos, print publications, digital content and/or outdoor advertisements;
(5) managing logistical arrangements and providing onsite assistance for publicity events;
(6) overseeing and managing social media accounts;
(7) vetting applications for the use of government publicity materials to ensure compliance with branding and usage guidelines;
(8) handling publicity work and providing administrative support in relation to assigned projects;
(9) supervising junior staff under his/her charge, providing guidance on project execution and quality control; and
(10) undertaking any other publicity, public relations, event management, translation, researches or ad hoc assignments as directed.
The successful applicant for the post will be appointed on non-civil service contract terms for one year. Subject to the exigency of services, the appointee may be required to work irregular hours, including Saturdays, Sundays and Public Holidays. Renewal of contract will be subject to the service need of the Department and the performance of the candidates.
Fringe Benefits Upon satisfactory completion of the contract period with consistently satisfactory standard of performance and conduct throughout the contract period, the appointee will be granted a gratuity for the period of service. Such gratuity plus any contribution by the Government to a Mandatory Provident Fund scheme (MPF) in respect of the appointee required by the MPF Schemes Ordinance, will equal 15 per cent of the total basic salary drawn during the contract period. Rest days, statutory holidays, annual leave, maternity leave or paternity leave, sickness allowance, where appropriate, will be no less favourable than the provisions of the Employment Ordinance.
