Randstad Hong Kong Limited seeks a strategic Change & Transformation lead to manage end-to-end payment operations projects from business case to post-go-live stabilization, with a focus on ISO 20022 migration and RTGS upgrades.
The role requires deep domain knowledge in corporate payments, strong Agile/Lean Six Sigma expertise, and the ability to translate requirements into epics for cross-functional teams across Product, IT, and Client Services.
Originating from 19th-century agricultural credit associations, this major European financial institution grew through a century of regional consolidation to become the central liquidity hub for hundreds of independent community lenders, alongside its direct role in financing mid-sized enterprises.
Lead the end-to-end lifecycle of major payment operations projects, from business case development and requirements gathering to testing, deployment, and post-go-live stabilization.
Drive the operational readiness and successful migration to critical industry standards, particularly the global rollout of ISO 20022 and regional Real-Time Gross Settlement (RTGS) system upgrades.
Design and implement target operating models (TOM) for new corporate payment products, cross-border payment rails, and instant payment schemes.
Govern the change portfolio for Payment Operations, prioritizing initiatives based on regulatory risk, operational efficiency, and client impact.
Conduct root-cause analysis on payment processing bottlenecks, straight-through processing (STP) failures, and reconciliation breaks.
Champion automation initiatives (RPA, AI, and workflow digitization) to reduce manual touchpoints, lower processing costs, and mitigate operational risk.
Ensure all new operational processes strictly adhere to global AML/KYC regulations, sanctions screening requirements, and internal audit controls.
Act as the primary liaison between Payment Operations, Product Management, Technology (IT), and Client Service teams.
Translate complex operational requirements into clear technical specifications (epics/user stories) for Agile development squads.
Facilitate steering committee meetings, providing regular executive reporting on project health, budget utilization, and risk mitigation strategies to senior corporate banking leadership.
Manage, mentor, and develop a team of change analysts and project managers.
Foster a culture of continuous improvement, upskilling the broader operations team on new methodologies (Agile, Lean Six Sigma) and upcoming payment technologies.
Develop comprehensive training materials and standard operating procedures (SOPs) ahead of major system or process rollouts.
5 years of experience in corporate banking, global transaction services, or financial market infrastructures.
5 years in a dedicated change management, project management, or operations transformation role within the payments sector.
Proven experience managing large-scale, multi-million-dollar technology implementations and process re-engineering programs.
Deep technical and operational understanding of global payment rails: SWIFT, RTGS, CHAPS, TARGET2, FED/CHIPS, and cross-border ACH.
Subject matter expertise in the ISO 20022 messaging standard and its operational impact.
Strong familiarity with corporate cash management products, liquidity management, and foreign exchange (FX) payments.
Advanced proficiency in project management methodologies (Agile, Scrum, Waterfall). Certification (PMP, PRINCE2, or CSM) is highly preferred.
Strong background in process mapping and optimization (Lean Six Sigma Green/Black Belt is advantageous).
Experience utilizing workflow and project management tools (Jira, Confluence, Visio).
