Position Description

Quality Surveyor is a member of the Quality Department headed by the nominated “Quality Manager” (or referred to as “Compliance Monitoring Manager”). The Quality Manager (and the quality team) is required by the Part‑145, Part‑21 or any applicable national airworthiness regulations to be responsible for specific quality and aviation safety functions.

It is required by various national airworthiness regulations to ensure adequate manpower is allocated to the specific quality and aviation safety functions.

Overall significance of the job:

• It is the regulatory requirement to ensure adequate and competent manpower resource is allocated to the specific quality and aviation safety functions.
• The job plays key role in compliance monitoring functions in regulatory requirements and customer requirements.
• The job plays key role in aviation safety functions, in particular, aviation safety risk management function.

What You’ll Do

• Safety – Through exercising duties in compliance monitoring, identify and report any non‑compliance in applicable regulatory or company aviation safety requirement, and identify and report any potential hazard that may affect aviation safety.
• Quality – Through exercising duties in compliance monitoring, identify and report any non‑compliance in applicable regulatory or company quality requirement.
• Carry out the duties that meet the standard stipulated in the applicable regulatory and/or company requirements regarding compliance monitoring and safety management.
• Conduct internal audits and surveillance at operation areas.
• Handle external audit process (i.e., audits by NAA and customers).
• Conduct vendor and Group QA audit when assigned.
• Prepare, draft and revise company manuals, procedures, Quality Notice, Quality Advisory, etc.
• Handle licence and authorisation application and assessment process.
• Carry out event investigation, compile investigation report and verify completion of corrective/preventive actions.
• Prepare the document package for application and renewal of regulatory and customer approval.
• Handle vendor assessment process.
• Handle the administration and carry out audit of Capability List.
• Liaise with customers in resolving quality related issues.
• Work on projects when assigned.
• Provide regulatory, procedures, quality and safety management system training to operation personnel when required.
• QS will be assigned roster duty for the purpose of aircraft surveillance program, night audit, event investigation and special projects outside normal office hours.

What You’ll Need

• Minimum 3 years experience in airline engineering, aircraft, engine or component maintenance organization. Acceptable proof includes logbook, reference letter issued by previous employer(s), etc.
• Holding a degree in any discipline.
• Or holding an associate or higher diploma with 5 years experience in airline engineering, aircraft, engine or component maintenance organization.
• Or holding an aircraft maintenance licence, a maintenance authorisation or a design authorisation.
• Or completed HKCEE / HKDSEE / High School or equivalent with 7 years experience in airline engineering, aircraft, engine or component maintenance organization.
• Maintenance organization approval, or design/production organization approval or airworthiness regulatory requirements as applicable.
• AS9100 or ISO9001 Lead auditor training, or an acceptable auditor training.
• Aviation accident/incidence investigation training, or maintenance error investigation training.
• Human factors.
• Safety management system.
• Fuel tank safety.
• Electrical wiring interconnection system.
