Job summary

China State Construction Engineering (Hong Kong) Limited is seeking a Project Director based in Hong Kong or Singapore to lead major building projects, including hospitals and healthcare facilities, under design-and-build or traditional procurement.

You will manage the programme, cost, quality, safety and client relations, and head the project team across construction, design management, planning, commercial, MEP and testing & commissioning.

Qualifications

• Degree in Civil Engineering, Building, Construction Management or a related discipline.
• 25+ years of construction experience, preferably with a main contractor.
• Good command of written and spoken English; proficiency in Mandarin is an advantage.
• Experience with design-and-build and traditional contract forms (e.g. PSSCOC, SIA, NEC) is an advantage.
• Professional qualification such as PE, RPE, MHKIE, MCIOB, CEng or MRICS is an advantage.
• Prior experience in public sector building projects and/or hospitals and healthcare facilities will be considered a strong advantage.

Responsibilities

• Take overall responsibility for delivering major building projects in Singapore or Hong Kong under design-and-build or traditional procurement.
• Lead the project team across construction, design management, planning, commercial, MEP and testing & commissioning functions.
• Act as the main contractor's senior representative to the client, consultants and authorities, and lead progress meetings and senior-level reporting.
• Set the project strategy and provide technical leadership on design, procurement, subcontracting, construction methods and phasing.
• Oversee contract administration, variations, extension of time and claims with the commercial and planning teams; manage project risks and budget.
• Drive testing & commissioning, handover and operational readiness together with the client and end-user / operator.

Lead the project team across construction, design management, planning, commercial, MEP and testing & commissioning functions.

Act as the main contractor's senior representative to the client, consultants and authorities, and lead progress meetings and senior-level reporting.

Set the project strategy and provide technical leadership on design, procurement, subcontracting, construction methods (including DfMA / PPVC / MiC where applicable) and phasing.

Oversee contract administration, variations, extension of time and claims with the commercial and planning teams; manage project risks and budget.

Drive testing & commissioning, handover and operational readiness together with the client and end-user / operator.

Requirements:

Degree in Civil Engineering, Building, Construction Management or a related discipline.

25+ years of construction experience, preferably with a main contractor.

Good command of written and spoken English; proficiency in Mandarin is an advantage.

Experience with design-and-build and traditional contract forms (e.g. PSSCOC, SIA, NEC) is an advantage.

Experience as Technical Controller of a BCA-licensed builder (Singapore), or as AS / TD of a registered general building contractor (Hong Kong), is an advantage.

Professional qualification such as PE, RPE, MHKIE, MCIOB, CEng or MRICS is an advantage.

Prior experience in public sector building projects and/or hospitals and healthcare facilities (public or private), including works in operating hospitals, will be considered a strong advantage.
