You will bridge government and enterprise teams, translate policies into IT concepts, oversee proposals, and guide cross-functional efforts across R&D, product, and software engineering to enter new regional markets.

Formación

• 10–12+ years of solid experience in IT business analysis, solution consulting, or business development within Government & Public Services sectors
• Bachelor’s degree or higher in Economics, Administrative Management, Computer Science, MIS, or related disciplines
• Proven track record of managing and closing large-scale IT projects in government and public sector domains
• Senior Manager, Sales Director, or BU General Manager experience is highly preferred
• Understanding of government approval chains, macro-economic policies, and public administration
• Strong stakeholder management, negotiation, and presentation skills with government officials and corporate clients

Lead IT Business Analyst – Market Development (Smart Government & Customs)

We are seeking a high-caliber Lead IT Business Analyst for Market Development to drive business growth and orchestrate large-scale IT solutioning. In this role, you will act as the ultimate bridge between government/enterprise clients and our technical teams. You will leverage your deep industry knowledge in Customs, Smart Ports, Special Economic/Bonded Zones, and Digital Government to identify market opportunities, capture high-value project leads, and design winning technical-business solutions.

Job Responsibilities

Market Discovery & Go-To-Market Strategy

• Lead market development and sales pipelines for government and public sector IT solutions, specifically targeting Smart Customs, Comprehensive Bonded Zones, Smart Ports, and Free Trade Zone digitalization
• Formulate strategic business development plans, identify key industry stakeholders, and secure flagship public sector projects

Solution Consulting & Requirements Architecture

• Act as a senior consultant to government clients, guiding them through the entire lifecycle of digital transformation planning and policy alignment
• Translate macro-level government policies and complex administrative workflows into high-level IT functional concepts and system frameworks (e.g., Cross-border E-commerce platforms, Smart Monitoring systems)

Bidding & Proposal Management

• Oversee the end-to-end preparation of technical-business proposals, feasibility studies, and bidding documents for high-value government information system projects
• Present technical architectures, systems capabilities, and cost-benefit analyses confidently to executive C-level stakeholders and government panels

Cross-Functional Orchestration

• Partner closely with internal R&D, product managers, and software engineers to ensure market requirements are accurately built into software solutions (e.g. mobile platforms and big data monitoring dashboards)

Ecosystem & Partner Alliance

• Maintain and deepen relations with existing government accounts while building strategic alliances with localized IT providers and state‑owned enterprises to successfully enter new regional markets

Job Requirements

• Bachelor’s degree or higher in Economics, Administrative Management, Computer Science, MIS, or related disciplines
• 10–12+ years of solid experience in IT business analysis, solution consulting, or business development within the Government & Public Services sectors
• Proven track record of managing and closing large-scale IT projects in fields such as Customs clearance, Free Trade Zone planning, Bonded Logistics Centers (BPC), or Human Resources & Social Security systems
• Prior experience working in major listed software enterprises as a Senior Manager, Sales Director, or Business Unit General Manager is highly preferred
• Proficient understanding of Economics and Administrative Management, allowing for a seamless grasp of government approval chains, municipal planning, and macro‑economic policies
• Strong expertise in government information system compliance, cross-border logistics IT infrastructure, or digital port workflows
• Exceptional Stakeholder Management: Outstanding negotiation, presentation, and relationship-building skills with government officials and corporate clients
• Strategic & Analytical Mindset: Ability to see the "big picture" of a market opportunity and systematically deconstruct it into structured IT software requirements
• Solid grasp of the Software Development Life Cycle (SDLC) and digitalization components (e.g., cloud platforms, data visualization, mobile applications)

Familiarity with project tracking and workflow diagramming practices
