Job summary

Fuku in Hong Kong seeks an experienced Compliance Officer to lead the MSO licence application, oversee regulatory liaison, and build the AML/CTF framework for money service operations.

The role requires hands-on MSO licensing experience, strong AML/CTF knowledge, and the ability to work with regulators and internal stakeholders. Fluency in English and Chinese is preferred.

You will develop policies, supervise risk assessments, and ensure ongoing compliance after licence approval.

Qualifications

• Bachelor's degree in Law, Finance, Accounting, Business Administration or related discipline.
• Minimum 5 years of regulatory compliance experience, preferably within money service operators, remittance, payment services, banking or financial services.
• Prior hands-on experience in successfully managing or materially contributing to a Hong Kong MSO Licence application is strongly preferred.
• Strong understanding of the Hong Kong MSO licensing regime, AML/CTF regulations and regulatory expectations.
• Experience in preparing regulatory submissions, compliance manuals, business plans and AML/CTF policies.
• Proven ability to communicate directly with regulatory authorities and manage licensing-related enquiries.
• Strong project management skills, attention to detail and the ability to work independently.
• Excellent communication skills in English and Chinese (Mandarin and/or Cantonese).

Responsibilities

• Lead end-to-end HK MSO licence application and regulatory liaison.
• Prepare and submit licensing docs, business plans, and AML/CTF policies.
• Coordinate with authorities and internal/external teams to ensure timely submissions.
• Develop and implement AML/CTF framework including KYC/CDD/EDD and monitoring.
• Support operational readiness for MSO licence and ongoing compliance.
• Monitor regulatory developments and update policies accordingly.
