Job summary

Global Executive Consultants Limited in Hong Kong is seeking a Construction Engineer specialized in signalling and communication systems to oversee installation, testing, and commissioning in a railway environment.

The role requires a degree in Electrical or Electronic Engineering, 3–7 years of site supervision experience, and proficiency in English and Putonghua. Senior candidates with >7 years may be considered for higher level.

Qualifications

• Degree in Electrical / Electronic Engineering or related discipline.
• Experience supervising installation, testing and commissioning of major telecom networks in railway environments; signalling and LV power preferred.
• 3–7 years’ experience for Construction Engineer; over 7 years for Senior Construction Engineer.
• Proficiency in English and Chinese (Putonghua).

Responsibilities

• Provide and verify connections and physical installation work of signalling and communication systems in accordance with approved design and safety compliance.
• Prepare contract documents and support technical assessment on submissions from consultants and contractors.
• Review and respond to safety management plans, safety method statements and other site submissions.
• Advise on project issues to minimize impact on schedule and cost.
• Ensure site works are carried out safely and per regulations and Safety Method Statement.
• Coordinate between contractors and in-house resources for installation and implementation.
• Supervise site installation to conform with design drawings and standards.
• Witness testing and commissioning to verify performance before cut-over.
• Carry out pre-work briefing and safety inspections.
• Supervise other site activities, resolve issues, and prepare progress reports.
• Prepare daily/weekly/monthly progress reports.

Construction Engineer - Signalling and Communication Systems (Ref. No.: 27857)

Our client, a Public Listed Company, is looking for high-caliber person to fill the position.

Responsibilities:-

Provide and verify the connections and physical installation work of the signalling and communication systems in accordance with approved design and safety compliance;

Prepare contract documents and support technical assessment on the submissions from the consultants and contractors;

Review, comment and prepare response on safety management plan, safety method statement and other site work-related submissions;

Provide expert advice and recommend measures on project issues to minimize impact on the programme and cost;

Ensure that site works are carried out in a safety manner and in accordance with applicable safety regulations, safety rules and consented Safety Method Statement;

Co-ordinate between designated contractors and in-house resources for the installation & implementation;

Supervise site installation to ensure that works are carried out in conformance with approved design / design drawings / installation design and signalling standard, and applicable E&M installation practices and standards;

Witness testing and commissioning to verify that the performance of the installed equipment conforms to the approved design prior to system cut-over;

Carry out pre-work briefing and conduct site safety inspection;

Supervise other site activities such as site surveys, as needed, and take lead in resolving site and installation-related issues; and

Prepare daily, weekly and/or monthly progress report.

Requirements:-

Degree in Electrical / Electronic Engineering or a related discipline.

Possess experience in the supervision of installation, testing and commissioning of major telecommunications networks in operating railway environment. Knowledge and experience in signalling, communication and low voltage power supply systems are preferred.

3-7 years experience will be considered as Construction Engineer.

Over 7 years experience will be considered as Senior Construction Engineer.

Proficiency in both written and spoken English and Chinese (in particular Putonghua).
