Job summary

ADECCO invites applications for an Application Development Manager (Higher Education) to lead development, integration, and ongoing support of administrative systems across university units. The role blends hands-on coding with project management, technical evaluation, and vendor coordination.

You will collect requirements, design solutions, conduct AI readiness audits, and drive modernization while ensuring performance and reliability across platforms and teams.

Qualifications

• Degree in Computer Science or computing-related discipline and at least seven years of relevant experience.
• Experience using IDE and code agents to review code and improve deliverables.
• Ability to break coding work into tasks and resolve faults and performance issues.
• Solid hands-on programming with enterprise apps using Java stack and modern frameworks.
• Experience integrating apps with Azure AD and enabling SSO/MFA.

Application Development Manager (Higher Education)

Our client, a higher education institution is seeking an Assistant Manager, Applications Development to support administrative application services.

This position is responsible for the development, implementation, maintenance, and support of administrative systems used across university units. The role combines hands‑on application development with project management, technical evaluation, system integration, and operational support.

The appointee will work with users to collect and analyze system requirements, assess technical feasibility, improve legacy systems through new technology adoption, and support AI readiness audits that identify automation and process re‑engineering opportunities. The role also involves system performance monitoring, issue troubleshooting, and coordination with network, infrastructure, and service teams.

What You Will Do?

• Perform project management, system design, development, testing, maintenance, and support for administrative applications used by university units.
• Liaise with users to collect and analyze system requirements, then align solutions with business needs and technical feasibility.
• Conduct AI Readiness audits to identify high-impact automation and process re‑engineering opportunities across units.
• Integrate AI use cases into existing applications and support system performance monitoring and issue troubleshooting.
• Assist in planning, technical evaluation, and implementation of system development tools and methodology for legacy system revitalization.
• Manage systems supported by outsourced solutions and coordinate with other technical sections on related issues.

Your Skills

• A recognized degree in Computer Science or a computing‑related discipline, with at least seven years of relevant experience.
• Experience using IDE and code agents to conduct code review and improve the quality of deliverables.
• Ability to break coding work into tasks, leverage coding agents, inspect output, and resolve faults and performance issues.
• Solid hands‑on programming experience with enterprise applications using J2EE, Jakarta EE, Java, Spring / Spring Boot, ReactJs, NodeJS, and relational databases such as Oracle RDBMS 19c, MSSQL, or MySQL.
• Experience developing RESTful APIs over NodeJs and container environments, preferably with knowledge of Redis, NextJs, ReactJs, NestJs, ExpressJs, and NodeJs.
• Experience integrating applications with Azure Active Directory and enabling Single‑Sign‑On and Multi‑Factor Authentication features.
• Strong analytical skills and good interpersonal and communication skills for working with users at different levels.
• Proficiency in written and spoken English and Chinese, preferably with fluency in Putonghua.
