Job summary

Derbyshire County Council is seeking a Resilience Commissioning Lead to oversee strategic commissioning and management of winter maintenance and reactive maintenance services. You will manage resilience assets, staffing resources, and contribute to planning that protects residents and supports economic activity.

The role requires extensive experience in highways winter maintenance, asset management, and strong leadership.

Qualifications

• Significant experience in managing or commissioning highways winter maintenance services.
• Strong understanding of asset management principles and health and safety legislation.
• Excellent communication and stakeholder engagement skills.
• Ability to manage budgets, interpret financial data, and identify funding opportunities.

Responsibilities

• Assist the Local Highway Commissioner in commissioning winter maintenance and reactive maintenance services.
• Apply asset management principles to maintain grit bins and weather stations.
• Provide specialist advice and support during emergencies and severe weather events.
• Monitor service performance and contribute to continuous improvement.
• Depose for the Local Highway Commissioner in strategic forums and partnership meetings.
• Take ownership of technical enquiries and develop solutions.
