Job summary

Rugby Borough Council is seeking a practical Waste & Fleet Training Compliance Officer to support training, competency and compliance across its Waste Services and Works Service Unit. You will maintain the training matrix and provide hands-on coaching, assessments and compliance support across frontline teams.

The role is field-based with depot time and on-road coaching, ensuring staff are trained, competent and safe in line with DVSA and Health & Safety requirements.

Qualifications

• Experience in a training/coaching role within waste, fleet, transport or similar.
• Category C or above driving licence with experience operating multiple vehicle types.
• Experience maintaining training matrices and competency records.
• Experience in a waste, fleet, highways or local authority environment.
• Good knowledge of DVSA guidance, Operator Licence compliance and Health & Safety requirements.
• NEBOSH National General Certificate or IOSH membership/working towards it.

Responsibilities

• Maintain a comprehensive training and competency matrix for drivers and frontline staff.
• Track training, licences and certificate expiry dates and arrange refresher training as required.
• Deliver inductions, toolbox talks and refresher training after incidents or audits.
• Conduct driver assessments, vehicle familiarisation and walk-round checks.
• Coach drivers to improve standards and reduce incidents and licence contraventions.
• Monitor driver and vehicle compliance including tachograph infringements and vehicle checks.
• Carry out depot and route compliance checks and provide feedback to teams.
• Identify unsafe or non-compliant behaviours and coach accordingly.
• Support investigations by identifying training needs after incidents or concerns.
• Coordinate specialist training through internal colleagues or external providers.
• Maintain audit-ready training and competency records.
• Report vehicle cleanliness and condition issues to management.
• Act as a point of contact for training compliance information (Health & Safety, DVSA, Traffic Commissioner).

Contract: Temporary/Interim
Rate: £140 per day PAYE
Hours: 37 hours per week

About the Role

Rugby Borough Council is looking for an experienced Waste & Fleet Training Compliance Officer to support training, competency and compliance across its Waste Services and wider Works Service Unit.

You will take responsibility for maintaining an accurate training and competency matrix while providing hands-on driver coaching, assessments and compliance support across frontline operational teams.

This is a practical role involving regular time at the depot and out on the road with crews, ensuring staff are trained, competent and working safely and in line with relevant DVSA, Operator Licence and Health & Safety requirements.

Key Responsibilities

• Maintain a comprehensive training and competency matrix for drivers, loaders, street cleansing operatives and other frontline staff.
• Track training, qualifications, licences and certificate expiry dates and arrange refresher training where required.
• Deliver inductions, toolbox talks, refresher training and targeted training following incidents, audits or legislative changes.
• Conduct driver assessments, vehicle familiarisation and walk-round check training.
• Coach drivers to improve standards, reduce accidents and prevent Operator Licence contraventions.
• Monitor driver and vehicle compliance, including tachograph infringements and vehicle checks.
• Carry out depot, gate and route compliance checks and provide feedback to operational teams.
• Identify and address unsafe or non-compliant behaviours through coaching and mentoring.
• Support investigations by identifying training or competency requirements following incidents or performance concerns.
• Coordinate specialist training through qualified internal colleagues or external providers.
• Maintain accurate, audit-ready training and competency records.
• Report vehicle cleanliness and condition issues to the relevant operational manager.
• Act as a key point of contact for training compliance information relating to Health & Safety, DVSA and Traffic Commissioner requirements.

Essential Experience & Qualifications

• Previous experience in a training/coaching role, or significant operational driving experience within waste, fleet, transport or a similar service.
• Category C or above driving licence with experience operating a range of vehicle types.
• Experience maintaining training matrices and competency records.
• Experience within a waste, fleet, highways or local authority environment.
• Good knowledge of DVSA guidance, Operator Licence compliance and Health & Safety requirements.
• NEBOSH National General Certificate or equivalent, or IOSH membership/working towards it.
• Strong coaching, communication and influencing skills, with the confidence to challenge and correct unsafe or non-compliant practices.

Desirable

• TAQA qualification.
• Driver CPC Instructor or Driver Assessor qualification.
• Transport Manager CPC.
• LGV entitlement beyond Category C.
• WAMITAB qualification or CIWM membership.

The successful candidate will be a practical and confident fleet, transport or waste professional who can combine accurate compliance administration with hands-on driver training and coaching. You will be comfortable working with frontline operational teams, identifying areas of risk and ensuring training and competency standards are consistently maintained.
