Job summary

London Borough of Richmond upon Thames is seeking a Waste Enforcement Manager to lead the Waste Enforcement Service across Richmond and Wandsworth. The role delivers cleaner, safer boroughs and requires strong enforcement expertise and leadership.

The post reports to the Council and involves working across multiple sites with contractors, police and legal services to resolve complex environmental issues. Includes a comprehensive benefits package.

Qualifications

• Significant enforcement experience, including investigations, evidence gathering, statements, fixed penalty notices and prosecutions.
• Strong knowledge of environmental and waste enforcement legislation.
• Experience of leading and motivating teams within a regulatory or enforcement environment.
• Excellent communication skills and the ability to write high-quality reports, briefings and correspondence.
• Strong analytical skills with the ability to make sound and proportionate enforcement decisions.
• Experience of managing performance, budgets and operational resources.
• Have a collaborative approach and the ability to build effective working relationships with a wide range of stakeholders.

Responsibilities

• Lead and develop the Waste Enforcement Team across Richmond and Wandsworth.
• Drive intelligence-led enforcement activity and service improvements.
• Oversee fixed penalty notices, appeals, representations and prosecution casework.
• Ensure enforcement activity is lawful, proportionate and evidence based.
• Manage budgets, contracts, performance reporting and service risks.
• Provide strategic advice and briefings to senior managers and Members.
• Work with partners including contractors, legal services, police and other agencies to resolve complex environmental issues.
