Role Details

Role : Value Stream Portfolio Lead

Location : Sheffield – Hybrid – 3 Days P / Week Onsite (Flexible)

Duration : 6 Months – Potential for Extension

Rate : £716 P / Day – Inside IR35 – UMB

Role Purpose

As a key participant in the Value Stream leadership team, the Portfolio lead is responsible for :

  • Maintaining governance and oversight of Value Stream Technology Portfolio Financial and Delivery health.
  • Proactively overseeing, tracking and reporting against Value Stream / Sub Value Stream spend to Tech / Business and Central PAM (Portfolio Account Management) – ensuring appropriate tech accountability is in place.
  • Ensuring Technology systems accurately maintain Change The Bank and Run The Bank forecasts based on known requirements.
  • Holding programme managers to account throughout the programme delivery.
  • Establishing and maintain strong collaboration with Risk Owners and Internal Audit.
  • Governing and reporting the agreed set of Group Chief Information Officer metrics for the Value Stream.
  • Supporting the Value Stream Tech lead with Value Stream level governance, resourcing and reporting.
In this role you will
  • Own and deliver the strategic planning cycles across change portfolios to ensure financial investment decisions supports Technology strategy, risk appetite and aligns to HSBC strategy and future business / customer needs.
  • Ensure accurate financial management of governed targets, forecast and actuals (in collaboration with the business).
  • Manage spend to be in line with targets, run rate analysis, and actively challenge forecast accuracy.
  • Ensure programme suppliers have correct interlock of budget in place, keeping within overall targets.
  • Manage the process for changes to targets and quarterly tollgates.
  • Coordinate and participate in the regular reviews of project financial analysis and reporting, including providing summarised views for key stakeholders regarding headcounts, rates and position changes.
  • Ensure that the Finance Ops Director and the Finance CIO are fully briefed of programme statuses and issues to support Group CIO meetings.
  • Hold programme delivery managers to account through challenge sessions to ensure issues are remediated quickly and efficiently.
  • Work closely with Value Streams leads to embed and govern standardised metrics into Value Streams.
To be successful in this role you should meet the following requirements
  • Proven track record of leadership in programme management roles within the financial services industry, preferably within multinational banks.
  • Strong understanding of Technology operational management requirements for banks and knowledge of the external environment - regulatory, political, competitor and market.
  • Must have budget experience with values of £20million and above.
  • Extensive Global financial experience is essential.
  • A deep understanding of Global Project Status Reports is an absolute must.
  • Deep financial and commercial awareness.
  • Demonstrable experience in managing significant financial and resource plans, organisational transformation, and project portfolio management, with a track record of driving results in complex, matrixed organisations.
  • Ability to manage and mitigate operational risk effectively.
  • Maintains expert knowledge of stakeholder requirements, competitor activities and market trends to influence future direction.
  • Understanding of the HSBC Group and its strategy, structures and processes.
  • Knowledge of the external environment - regulatory, political, competitor and market.
