Job summary

Berkeley Group is looking for a Utility Coordinator / Manager to plan, procure and manage utility infrastructure across our developments, from land acquisition through to project completion in Taplow, Buckinghamshire.

You will ensure utility capacity, diversions and connections, manage budgets, procurement tenders and relationships with utility providers, contractors and local authorities to keep programmes on track.

Qualifications

  • Experience delivering utility infrastructure within residential development, construction, civil engineering or infrastructure projects.
  • Knowledge of electricity, water, wastewater, gas and telecoms connection processes.
  • Experience managing utility enquiries, applications, tenders and contractor appointments.
  • Knowledge of utility diversion works, statutory approvals and utility provider requirements.
  • Strong project management, stakeholder management and negotiation skills.
  • Commercial awareness, including budget and contract management.
  • Proficient in Microsoft Office and project tracking systems.
  • Full UK driving licence.

What You'll Be Doing

The Utility Coordinator / Utility Manager is responsible for planning, procuring and managing utility infrastructure across developments from land acquisition through to project completion. The role ensures utility capacity, diversions, connections and infrastructure delivery support development programmes, budgets and construction activities, while maintaining compliance and managing relationships with utility providers, contractors and key stakeholders.

Pre-Development and Due Diligence
  • Assess utility constraints, capacity and infrastructure requirements for new developments.
  • Obtain budget estimates, capacity assessments and technical information from utility providers.
  • Identify utility-related risks, costs and programme impacts during land acquisition and planning stages.
  • Support land, planning and technical teams with utility due diligence and feasibility assessments.
Procurement and Design Coordination
  • Develop utility delivery and procurement strategies.
  • Manage utility tenders, evaluate submissions and recommend appointments.
  • Negotiate agreements with utility providers and contractors.
  • Coordinate utility designs with engineering, highways and development proposals.
Utility Delivery
  • Manage utility diversions and infrastructure delivery.
  • Coordinate utility design approvals and technical submissions.
  • Monitor installation programmes and resolve issues affecting development timelines.
  • Attend project meetings and provide utility expertise throughout delivery.
Stakeholder and Commercial Management
  • Act as the primary contact for utility matters across projects.
  • Manage relationships with utility companies, independent connection providers, multi-utility contractors, consultants, local authorities and contractors.
  • Prepare and monitor utility budgets, costs and commitments.
  • Review invoices, variations and final accounts.
  • Identify value engineering opportunities and cost-saving solutions.
Compliance, Risk and Reporting
  • Ensure utility works comply with legislation, industry standards and company procedures.
  • Manage utility agreements, easements, wayleaves and statutory approvals.
  • Maintain accurate project records, trackers and documentation.
What you’ll bring
  • Experience managing utility infrastructure and service delivery within residential development, construction, civil engineering or infrastructure projects.
  • Good understanding of electricity, water, wastewater, gas and telecommunications connection processes.
  • Experience managing utility enquiries, applications, tenders and contractor appointments.
  • Knowledge of utility diversion works, statutory approvals and utility provider requirements.

Desirable
  • Experience working for a housing developer, housebuilder or utility provider.
  • Knowledge of Ofgem, Ofwat, DNO, IDNO, ICP and multi-utility delivery models.
  • HNC, HND or degree in Civil Engineering, Construction Management, Utilities or a related discipline.
